1. Executive Committee of the Community Justice Collaborating Council – Regular
Meeting – April 27, 2017 12:00 PM

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Budget Summaries
Mike O'Keefe, CJCC Coordinator discussed the current status of the CJCC and
Treatment Alternatives & Diversion (TAD) Grant budgets. Both budgets are within
guidlines and under the TAD Grant the billing process for the Correctional Offender
Management Profiling for Alternative Sanctions (COMPAS)/Court Assessor is in place
with the Vendor, Lutheran Social Services - Wisconsin & Upper Michigan. They bill the
County on a monthly basis for the COMPAS/Court Assessor services and we are
reimbursed on a quarterly basis from the WI Department of Justice - TAD Grant.
RESULT: DISCUSSED
2. Treatment Alternatives & Diversion (TAD) Grant Project Update
Racheal Scheid, COMPAS/Court Assessor has started completing the COMPAS Pre-
Trial Risk Assessment II for defendants appearing before Judges during the intake
process. This Assessment is comprised of nine questions and defendants are asked for
their input on two of them. The COMPAS/Court Assessor asks the defendants where they
reside and how long they have lived at that location, and if they are currently employed.
The balance of the questions can be answered through a Crime Information Bureau (CIB)
criminal history background check.
RESULT: DISCUSSED
3. CJCC Subcommittees Updates
Mike O'Keefe, CJCC Coordinator gave an update on activities with each CJCC
Subcommittee that has occurred within the last month. Discussion was held on the
number of members on the CJCC Executive Subcommittee. There are currently four
members on this Subcommittee and discussion was held on increasing that number to
five to ensure a quorum for attendance and voting purposes. This issue is to be referred
to the CJCC Bylaws Subcommittee for review and recommendation.

4. Eau Claire County Criminal Justice System Tour - June 23, 2017
Mike O'Keefe, CJCC Coordinator announced that on Friday, June 23, 2017 a delegation
consisting of St. Croix County employees and The Honorable Eric J. Lundell will be
meeting with the Eau Claire County Criminal Justice Collaboration Council (CJCC)
Coordinator, Tiana Glenna, to discuss issues of mutual concern to include day reporting
requirements for pre-trial defendants and data analyst positions. As part of this meeting
St. Croix County Employees will be given a tour of the Community Transition Center
(CTC) which is a contracted agency funded by Eau Claire County to provide pre-trial risk
assessments and case management services to defendants. The CTC is operated by
Lutheran Social Services of Wisconsin -Upper Michigan.

5. Agenda Items for CJCC Meeting - June 8, 2017

REQUEST FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS & CORRESPONDENCE
Pat Thompson, St. Croix County Administrator announced that he attended a court intake
afternoon in Judge Lundell's Courtroom. He stated this was a very eye opening experience and it
was very interesting to see how all aspects of the criminal justice system co me together during
this process. Roger Larson, St. Croix County Chair also announced that the system does work
based on his observations.
