Executive Committee of the Community Justice Collaborating Council – Regular Meeting – June 22, 2017 12:00 PM Minutes were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Budget Summary Mike O'Keefe, CJCC Coordinator, discussed the current CJCC and Treatment Alternatives & Diversion (TAD) Budgets. He reported the County received a reimbursement check from the WI Department of Justice in the amount of $37, 969.00 for TAD Grant Quarter 2. RESULT: DISCUSSED 2. Treatment Alternatives & Diversion (TAD) Project Update Mike O'Keefe, CJCC Coordinator discussed the TAD Grant biannual report. He stated that we are doing a good job of collecting data and statistics. At some point in the future the WI Department of Justice (DOJ) will be conducting a site visit. The Hon. R. Michael Waterman reported that the Drug Court Team is scheduled for OWI training in Duluth, MN, September 12-15, 2017 for the purpose of implementing an OWI track within the current Drug Court Program. Once they attend training the Drug Court Team will review to see if this is a viable option for the program. RESULT: DISCUSSED 3. CJCC Subcommittee Updates Mike O'Keefe, CJCC Coordinator, discussed the progress of each CJCC subcommittee. He provided a written summary included in the meeting packet. RESULT: DISCUSSED 4. Review Recommended Changes to CJCC Bylaws Mike O'Keefe, CJCC Coordinator, gave a summary of the recommended changes to the bylaws recently approved by the CJCC Bylaws Subcommittee. The recommended changes include; 1.) adding a 5th member to the CJCC Executive Subcommittee for an initial term of two,(2) years, with an option of an additional two (2) years approved by the CJCC Council, 2.) restrict the number of voting members on each subcommittee to seven (7), 3.) restrict the voting members on each subcommittee to Council or Advisory members, 4.) reduce the number of CJCC Council & Executive Subcommittee meetings from ten (10) to six (6) per calendar year, Council and Executive Subcommittee meetings would be held on alternating months, 5.) subcommittee members are advisory members of the CJCC and allowed to vote on subcommittees, or by appointment of Executive Subcommittee, 6.) A motion by Pat Thompson, seconded by Roger Larson to approved recommendations and forward to the CJCC Council for review and approval. A motion by Fred Johnson, second by Roger Larson was made to amend the original motion and add removal of criminal justice in the bylaws and replace with communtiy justice, be allowed to add two (2) members on each subcommittee. The amendment to the original motion was approved unanimously. The original motion was also approved unanimously. Agenda Items for CJCC Council Meeting - September 14, 2017 Agenda items for the CJCC Council meeting on September 12, 2017; Update on the Crime Data Analyst position and tele-health presentation. Any other agenda items should be sent to Mike O'Keefe and he will forward to Judge Lundell for approval. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Appointment of Drug Prosecutor in Eau Claire by the WI Attorney General was discussed.
