Executive Committee of the Community Justice Collaborating Council – Regular Meeting – August 24, 2017 12:00 PM Minutes were accepted as approved. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Review and Approve Treatment Alternatives & Diversion (TAD) Grant for 2018 Lisa Multhauf, Supervisor, Diversion Program, gave an update on the 2018 Treatment Alternatives and Diversion (TAD) Grant that is due on October 12, 2017 to the WI Department of Justice (DOJ). She states there is no increase in requested funding due to restrictions. This is the 2nd year of a 5 year non competetive TAD grant cycle. We are required to reapply on an annual basis to show we are making progress and meeting our project goals. There is a payroll step increase factored into the TAD Grant request for the Diverson Program Case Management Specialist and Adult Drug Court Program Support Specialist positions. Kimberly Kitzberger, Supervisor/Coordinator, Adult Drug Court (ADC), states due to start up costs in the TAD Grant from last year we are able to ask for training funds in 2018 for the ADC Program Support Specialist position. Ms. Multhauf states to cover the step increase for the Diverson Program Case Management Specialist in 2018 drug testing was reduced. The amount requested for drug testing will still be adequate to meet the current demand. Ms. Multhauf provided the group with a breakdown of current Diversion Program numbers. There are 8 pending referrals, 120 in Diversion Program, with 100 Deferred Judgment of Convictions (DJOC), and of these cases 62 are identified as TAD clients. Ms. Kitzberger states there are 13 offenders in Adult Drug Court(ADC) and 6 pending referrals. Judge Waterman clarified that all offenders in ADC are high risk according to current risk assessments. Judge Waterman and Ms. Kitzberger gave an update on the proposed Operating While Intoxicated (OWI) Track within the current ADC program. Fred Johnson discussed the potential for adding another Alcohol and Other Drug Abuse (AODA) counselor position and this would have to be brought to the County Board of Supervisors if needed. There was a motion by Pat Thompson, second by Roger Larson to move forward with an OWI track within the ADC Program. The motion was approved unanimously. This should be an agenda item at the next CJCC Executive Subcommittee meeting as well as County budget, and Domestic Violence Court update. It was announced there were 29 applicants for the new Data Crime Analyst position that was recently advertised. There was a motion by Roger Larson, second by Pat Thompson to approve the Treatment Alternatives (TAD) Grant Application. The motion was approved unanimously. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS 1.) OWI Track within the Adult Drug Court Program, 2.) Treatment Alternatives and Diversion (TAD) Grant Update, 3.) CJCC and TAD budget update, 4.) Domestic Violence (DV) Compliance Court Update, 5.) Crime Data Analyst position update. ANNOUNCEMENTS & CORRESPONDENCE ADJOURN Judge Lundell adjourned the meeting at 1:00 p.m. DATE OF NEXT MEETING The next CJCC Executive Subcommittee meeting is Thursday, October 26, 2017, 12:00 p.m., Government Center, Administration Conference room - 1410. The next CJCC Council meeting is Thursday, November 9, 2017, 8:00 a.m., Government Center - County Board room.
