APPROVAL OF MINUTES
1. Executive Committee of the Community Justice Collaborating Council – Regular
Meeting – September 28, 2017 12:00 PM
Minute of September 28, 2017 were accepted as presented.

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets
The Treatment Alternatives and Diversion (TAD) Grant budget is within guidelines for
the 3rd Quarter. Mike O'Keefe reported that he submitted a request to the WI Department
of Justice for reimbursement in the amount of approximately $38,000 and we should be
receiving this very soon.
RESULT: DISCUSSED
2. 2017 Treatment Alternatives and Diversion (TAD) Update
Mike O'Keefe, CJCC Coordinator, states we have hired a new contract COMPAS/Court
Assessor to replace the incumbent, Racheal Scheid. Her name is Michele Murray and will
start on November 1, 2017. In the meantime Mike states he has assumed these duties
until she can receive COMPAS training through the WI Department of Corrections
(DOC). On December 8, 2017 there will be an Evidence Based Decision Making
(EBDM) presentation at the Government Center - County Board room from 8:30 a.m. -
11:30 a.m. and again from 1:00 p.m. - 4:00 p.m. The presenter is Mark Carey, President
of the Carey Group. Mr. Carey is an expert in the area of Evidence Based Practices (EBP)
and is currently providing technical assistance to Washington County, MN, for Dosage
Probation. This training will also be available to surrounding counties if seats are
available. Mike also reported the Treatment Alternatives and Diversion Grant application
for 2018 was submitted on time to the WI Department of Justice (DOJ).

3. Domestic Violence (DV) Compliance Court Update
Michael Nieskes, District Attorney, discussed the Domestic Violence strategic planning
meeting that took place on October 11, 2017 at The Citizen's State Bank. There were
three groups and each one picked two focus issues. The Hon. Edward F. Vlack discussed
the types of risk assessments for Domestic Violence (DV) perpetrators. He also discussed
the DV/Family Issues Subcommittee planning meeting that took place in October 2017.
Judge Vlack reviewed the six systems response components for DV cases.
RESULT: DISCUSSED
4. Adult Drug Court - OWI Track Update
The Hon. R. Michael Waterman has been discussing the potential for an OWI Track
within the Adult Drug Court with stakeholders and is asking for feedback. So far the
responses have been good, but there are more things to discuss as we explore all issues
related to implementing a new program.

5. Crime Data Analyst Position Update
Mike O'Keefe, CJCC Coordinator, states that a new list has been generated from HR for
the Crime Data Analyst Position and needs to be reviewed. The first list didn't have as
many qualified applicants as we had hoped so we requested another list.
RESULT: DISCUSSED
6. CJCC Citizen Member Vacancy
Mike O'Keefe, CJCC Coordinator, announced that Joan Sprain, CJCC Citizen Member
will be resigning her position effective January 31, 2018. We will advertise this vacancy
on the St. Croix County's website and bring back to the Executive Subcommittee for
review.

REQUEST FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS & CORRESPONDENCE
Mike O'Keefe, CJCC Coordinator, announced the WI Department of Corrections (DOC) will
allow access to the Impaired Driver's Assessment (IDA) within the Correctional Offender
Management Profiling for Alternative Sanctions (COMPAS) program. It will require online
training and this will be provided by the DOC.
