Executive Committee of the Community Justice Collaborating Council Regular Meeting February 23, 2017 12:00 PM Minutes from February 23, 2017 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets Mike O'Keefe, CJCC Coordinator, gave an update on the CJCC and Treatment Alternatives and Diversion (TAD) budgets. He stated both budgets are operating within budgetary guidelines and he will submit a request to the WI Department of Justice in the next two weeks requesting reimbursement for TAD expenses for the 1st Quarter of 2017. RESULT: DISCUSSED 2. Treatment Alternatives & Diversion (TAD) Grant Update Mike O'Keefe, CJCC Coordinator, reported that the newly hired Correctional Offender Management Profiling for Alternative Sanction (COMPAS) Assessor, Racheal Scheid, is making good progress and is able to complete assessments on her own now. At this time COMPAS referrals are down, but this could be due to a number of reasons. RESULT: DISCUSSED 3. CJCC Subcommittee(s) Report Mike O'Keefe, CJCC Coordinator, gave an update on the progress of CJCC Subcommittees. An attachment was furnished as part of the agenda packet for reference. RESULT: DISCUSSED 4. St. Croix County Sheriff's Office - Day Report Center Update Judge Waterman gave an update on the Day Report Center (DRC). All four St. Croix County Circuit Court Judges met with the WI State Public Defender Supervisor to discuss issues related to the DRC. Defendants on bail and if they fail a required UA are taken into custody until they see the Judge overseeing their case. Treatment concerns are addressed as part of this review process and the defendant will see the Judge as soon as possible. RESULT: DISCUSSED 5. CJCC Agenda Items for Meeting on 4-13-2017 Agenda items for the April 13, 2017 CJCC meeting; 1.) 17 Year Old Subcommittee recommendations, 2.) Day Report Center Update, 3.) Judicial Visit to Lincoln Hill School for Boys & Copper Lake School for Girls, 4.) Subcommittee reports, 5.) Supreme Court - Murr Case, 6.) 180 Program Presentation will be on June 8, 2017 CJCC meeting. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Mike O'Keefe, CJCC Coordinator announced that an advanced Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) Interpretation training will be given on Friday, March 31, 2017 at 9:30 a.m., Government Center - County Board Room. Jared Hoy and Kristin Palmer from the WI Department of Corrections will present information on the use of the COMPAS Assessment in the criminal justice system. ADJOURN The meeting was adjourned at 12:54 p.m. DATE OF NEXT MEETING The next CJCC Executive Subcommittee meeting is Thursday, April 27, 2017, 12:00 p.m., Government Center - Room 1410 Administration Conference Room. The next CJCC Council meeting is Thursday, April 13, 2017, 8:00 a.m., Government Center - County Board Room.
