1. Executive Committee of the Community Justice Collaborating Council Regular
Meeting March 30, 2017 12:00 PM

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Budgets
Mike O'Keefe, CJCC Coordinator presented a summary of the budgets for the CJCC and
Treatment Alternatives & Diversion (TAD) Grant. He stated that the County did receive
reimbursement for the first quarter expenses of the TAD Grant from the WI Department
of Justice. Both budgets are currently operating within guidelines.
RESULT: DISCUSSED
2. Treatment Alternatives & Diversion (TAD) Grant Project Update
Mike O'Keefe, CJCC Coordinator discussed the current Treatment Alternatives &
Diversion (TAD) workgroup that meets on a weekly basis to discuss the TAD Project.
This group is currently developing performance measures for the TAD Project. The WI
Department of Justice mandates this as part of the grant requirements. The TAD Project
workgroup is currently comprised of Diversion Program staff from the DA's Office, Lisa
Multhauf, Jenna Hines, Drug Court Staff, Kim Kitzberger, Heather Hazelwood,
Correctional Offender Management Profiling for Alternative Sanctions (COMPAS)
/Court Assessor, Racheal Scheid, and CJCC Coordinator, Mike O'Keefe. This group is
trying to decide of they should make a request to the CJCC to become a subcommittee or
stay in workgroup status. This item should be brought back to the May, 2017 CJCC
Executive Subcommittee meeting to review the proposal.

3. CJCC Subcommittees Update
Mike O'Keefe, CJCC Coordinator gave a report on the status of current CJCC
Subcommittees. A summary of each CJCC Subcommittee is included in the agenda
packet. Fred Johnson, Chair, CJCC Mental Health Subcommittee, gave an update on
issues currently being reviewed by this group. Fred stated that in 2015 there were 140
Emergency Detentions(ED) in St. Croix County and in 2016 there were 132 EDs. He
also reported the Mobile Behavioral Health Crisis Program has had 1033 telephone
contacts.

4. St. Croix County Sheriff's Office - Day Report Center Update
Discussion was held on the recently opened St. Croix County Day Report Center (DRC).
The main purpose of the DRC at this time is to monitor the conditions of people placed
on bail/bond. District Attorney (DA) Michael Nieskes stated that not everyone who has
violated the terms of their bail/bond has been charged with bail jumping. DA Nieskes
stated the DRC is a work in progress and we are dealing with issues as they arise. One
specific issue is when a defendant does not live in this area and is required to participate
in random urinalysis testing (UAs). He stated this wouldn't be practical so it isn't being
done. Discusssion was held on bonds in the past six weeks. Attorney John Kucinski
asked why clients can't test in local police departments and in the past judges have
ordered this. He also asked what funding is available right now to assist with the
problems related to substance abuse. DA Nieskes stated that as far as he knows the New
Richmond Police Department is the only agency doing UA testing for defendants and one
purpose of testing is to help people stay sober. Attorney Kucinski asked about the
protocols/matrix in other counties for bail conditions and the purpose of bond is to make
sure a client shows up for court. Other DRC items discussed were requirements for
address changes/updates and review mechanisms for increased testing.
