The St. Croix County Community Justice Collaborating Council Meeting was held on September 11,
2013, in the County Board Room of the Government Center in Hudson.
Members Present: Cherise Nielsen, Daryl Standafer, Elizabeth Rohl, Judge Lundell, Fred Johnson,
Judge Cameron, Jessica Zupfer, John Shilts, Kris Miner, Liesl Nelson, Kate Avoles, Lori Meyer,
Mark Samelstad, Eric Johnson, Pam Bellrichard, Pat Thompson, Roger Larson, Judge Needham.
Members Absent: Amber Perry, Judge Vlack Others Present: Kristi Severson, Lisa Multhauf
1. Call to order. Attendance.
Facilitator, Buck Rhyme, called the meeting to order at 1:05 p.m.
2. Introductions
3. Ground rules presented
4. Square watermelon exercise in small groups
5. What we are doing as a CJCC – presentation by Jessica Zupfer.
6. Mission statement reflection / exercise
7. Discussion on St. Croix county trends emerging
Topics included looking at mental health, alcohol, and substance abuse; the gap between
those who qualify for drug court and those who do not; and that there is legislation to include
the 17 year old population back into the juvenile arena.
8. Group discussion on challenges and opportunities to explore the current system.
9. Drafted priorities as a group.
o Increase system efficiencies
o Identify, prioritize, and allocate resources in the greatest problem areas in public
safety
o Build trust and interdependence within the council through communication and
collaboration.
o Educate CJCC Council stakeholders on criminal behavior causes
o Increase resources for drug investigation, prosecution and resolution
o Community awareness about CJCC and buy-in from the community
o Education on Drug Court & Juvenile Treatment Court effectiveness and efficiencies
o Develop an organizational structure for CJCC
CJCC members voted on what they considered to be their top three priorities.
10. Judge Lundell appoints judge Needham in his absence on 9/12/13.
