BUSINESS ITEMS
1. Swearing In Ceremony for St. Croix County Court Appointed Special Advocates
(CASA)
Judge Waterman presents background of the new CASA program. Yvonne Larsen and
Dawn Lane received the oath of CASA volunteer advocate to move forward in the
Courtroom. Yvonne and Dawn both thanked the group and provided background as to
what prompted them to be a part of the CASA program.

2. Appointment & Introduction of Eilidh Pederson as new CJCC Representative from the
Medical Community
Grew up in Duluth. Background in rural medicine. Masters in Public Health. WWH focus
of serving the community and extending health and wellness beyond the walls of the
hospital.

3. Introduction - New Treatment Court Coordinator & Assessor/Treatment Court
Worker
RESULT: DISCUSSED
4. Presentation from Professor Galli, UWRF - Treatment Court Outcomes Study
Started with the Process Evaluation, now here on Outcomes presentation of the study.
Met with former TC coordinator and prior participants. Pulled information from CORE
and through semi-structured interviews. Developed an interview protocol to guide the
interview. Did a random selection of case study folks. Would like to do a comparison
group study with this group and perhaps, probation agents. Reducing prosecution costs?
We have about a 50% graduation history which is consistent across the Nation. 60%
were charged again. Participant interviews - fascinating. Included both folks successful
and unsuccessful as part of the interviews. Folks not successful had good things to say.
Point eight - what can be improved upon. Overall, most indicated "self worth" as a major
factor of improvement. Working and reducing SUD highly positive. Many do relapse -
this is acknowledged by participants - there are "failures." Peer Support Specialist...could
some mentorship be baked into the program. Use as a graduated sanction as opposed
to going to jail/Absolute sobriety:
rison, great. Folks are high-risk on the COMPAS score - high risk and high need is
consistent. Continue to thin about where referrals are coming from - ATR etc. Where else
can we receive as opposed to DOC or in addition. Room for growth in the program.
Knowing the role that mentorship does play is a key area for development. Anchors in
the community are important - help with deterring future involvement. Quarterly basis or
even every thirty days - get feedback from participants. Now these things are interesting
but keep this consistent forward. Asking for questions. Agnes Ring - Judge Waterman -
wondered where this came from. Emily Anderson, had more people but she believes is a
false increase. What did he actually find in CORE. Waterman - population - the Team sits
down and meets with the applicant. Not uncommon to see long histories and homeless,
families have walked away, unhealthy relationships, this person has no chance of
success... our Target Population is extremely difficult to provide success. Model is
consistent with success. Multiple disciplines coming together to collaborate on this
program. Waterman, five years of it. Credit to those for what they have done over the
years

5. Introduction of New Behavioral Health Staff
Shar - training through March 25th for Peer Support Specialist. Have a contracted entity
in the community but we need applicants that have lived experience. DHS impressed
with how we are using ARPA funds. Shar introduces staff. Started as a cohort - January
24th with aggressive training - DHS 34 crisis intervention training. Sheriff Department
allowed CIT training last week. Area of service is what we are reporting to ARPA. Shar
introduces folks and provides a rundown to the group. Rock County as site model. There
are other LE models et al for co-responding with LE. Creating community safety plans
directly in community with those at scene. Staff introduces themselves.

6. Juvenile & Child Justice System - CJCC Task Force Creation
Judge Waterman introduces the initiative per Judge Needham. Judge Waterman
provides perspective. We in the justice system may not be speaking the same language.
Need for a task force is great improvement to bring stakeholders together to see what
we need to improve and how to make that happen. Move to support creation of Sue
Gherty and Bob Rohret. Moved forward as voted. Judge was asked who should be
involved. Judge Waterman indicates he will be the point person.

7. Minnesota, Wisconsin Department of Corrections Release from Probation with
Outstanding Restitution
Judge Waterman discusses out of state residency and WI are different than MN for
restitution and protecting victims rights. If probationer doesn't fulfill, their being
discharged and victims has interests and rights in WI and there's a concern with MN is
not. Is there a solution. Kate Avoles - is there an issue with amount or lump sum.
Rebecca Schultz, indicates they're not responsible for collections of payments et al.
Similar to MN. It is on the participants with monitoring from DOC. They do checks on
cases. Seems WI has things in place. Kait Breuer indicates that in MN it resides in the
Courts for restitution and not DOC. MN will not collect for us and we will not collect for
them per Emily Anderson. Judge recommends referring to a subcommittee as it has
come up on several cases - criminal justice subcommittee might be a good place to
address the issue. Lisa Multhauf - would like to be in this conversation as she has many
DJOCs on probation. Restitution is a big deal - Court costs, not as big of a deal. They
need to pay to their ability.

8. CJCC Subcommittee Updates
BH - met in January, reviewed membership and for most part it was a good group.
Reviewed bylaws etc. Reviewed strategic plan for SCC and how subcommittee could
align with that document. Aligning with ARPA initiatives. May use Opioid settlement
dollars. We are currently collecting outcomes for ARPA initiatives. Criminal Justice
Subcommittee - updates on PSA and the Court's use next week. Agnes Ring asks about
Opoid settlement. Ken Witt presents that we receive about 100-200 thousand a year. No
details as of now. Has cleared most of the approvals at the State level. How it is spent is
up to the County Board. Once Ken has actual dollar amount they will determine how to
reinvest it.
