Present: Supervisors Ron Raymond, Linda Luckey, Art Jensen, C. W. "Buck" Malick and

Chairman Raymond called the meeting to order at 9:00 a.m. Malick moved, seconded by Larson
and carried, to adopt the agenda.
Date of next meeting: The next meeting is tomorrow evening at the Ag Center in Baldwin for a
rezoning hearing.
Approval of minutes: Malick moved to approve minutes of February 12, 26 and March 12,
2002. Seconded by Jensen. Luckey objected to the February 26 minutes, and asked that her
dissenting vote on the Bloom CSM be recorded. Luckey moved, seconded by Raymond, to
amend to record her dissenting vote in the minutes. Roll call vote: Luckey, yes; Larson, yes;
Raymond, yes; Malick, no; Jensen, no. Motion carried to amend minutes of February 26. Main
motion carried.
The minute process will be discussed at the next zoning meeting in April.

Hearing: Raymond opened the hearing and Fisher read the notice into the record as follows:
ARTICLE: Variance request to Article 18.16(D)(6)(b), regarding a minimum
radius of curvature standard of 200 feet for a local road serving more
than one lot.
APPELLANT: Josephine Brugler, owner/ Bruce Lenzen, agent
LOCATION: Located in the SW 1/4 of the SW 1/4, Section 12, T28N -R19W, Town
of Troy, St. Croix County, Wisconsin. St. Croix Wild and Scenic Riverway.
This request is for a 60 -foot variance to the minimum radius of curvature standard of 200 feet for
a local road serving more than one lot. Fisher gave the history of this project to the Committee.
The agent, Bruce Lenzen, has been working diligently with the zoning staff and the DNR on this
issue. Fisher went over the detailed map with the committee, showing the proposed three -lot
subdivision that the road would serve. There are existing homes that this road services, as well.
In a letter dated October 2, 2001, the St. Croix County Highway Department approved of this
variance request, stating that it will improve the existing road situation.
Bruce Lenzen, agent for the owner, reiterated the reasons for this request, adding that the
variance is needed for this road to connect the lots. All the other roads meet the Town and
County standards, and this request would bring the road into compliance.
Gloria Wahrenbrock, supervisor for the Town of Troy, stated that the Town is in favor of this
request and it meets all Town requirements. Lenzen has been working with the Town to meet
their standards.
Fisher said that it is staff's opinion that granting this variance will improve the current road
situation and improve public safety. This is a unique situation, as the homes and roads have been
there for a long time, and the configuration of the existing roadways is a problem, which should
be corrected.
Fran Bleskacek, Highway Department, reiterated that in reading Jeff Durkee's October 2 nd letter,
the Highway Department does not object, and further added that the 140 -feet would still allow
for buses and snowplows, with no problem. A detention basin is being created to prevent run -off
from entering the St. Croix River.
Discussion held on hardship issue. Fisher believes that granting of this variance would be
reasonable, and would greatly improve the current situation. The DNR has been on the site, and
agrees with Zoning that this is a good solution for a problem. Another reason for the uniqueness
of the situation is because by granting the variance, the road would be upgraded and improved,
thus allowing the agent to go ahead with the three -lot subdivision, and ultimately taking care of
an existing road problem.
Motion by Malick, second by Larson and carried to table the request and refer to Corporation
Counsel to draft findings to justify the granting of the variance, consistent with the facts,
ordinances and state laws. Staff is to bring back the findings to the Committee at the earliest
possible meeting date.
The committee recessed from 11:35 a.m. to 11:45 a.m.
St. Croix Regional Sewer District Update: Fodroczi told the committee that he and Bob Heise
went to a meeting last week regarding the proposed sewer update. At that meeting, Heise spoke
on behalf of the County, stating that the County is still reviewing recent documents, and will
submit written comments within 30 days of the hearing date, which was March 19 A meeting
has been scheduled for April 1 St to meet with staff, and some of the people involved in this
proposed project. Fodroczi has reviewed the Facility Plan and will get his comments to the
Committee for review before the meeting on April 9 It was suggested by the Comittee that the
Land and Water Conservation Committee should be invited to discuss this at the meeting on
April 9 This will be placed on the agenda.
Fodroczi stated that he thinks it is important to look at a long -term regional solution, rather than
a short term area solution. There is a water study being done in River Fall, and Fodroczi will
check into that and bring it to the Committee on April 9 Malick added that there has been
some discussion that the St. Croix River can absorb quite a bit more phosphorus than it does now
and can also be a source of potable water to keep the Kinnickinnic and other streams in the east
center of the County from being depleted. He believes this should be studied and said there
appears to be interest in a regional sewer solution for the entire area.
The committee recessed from 12:10 p.m. to 1:20 p.m.
Zoning Business
Bills, Invoices and Revenue Report: Motion by Malick second by Larson and carried to
approve February 2002 bills of $5,222.53 and to note revenue of $33,458.10.
Violations and Citations: The Committee reviewed the report. Motion by Malick, second by
Jensen and carried to accept the violation report.
Municipal Plats: The following municipal plats were reviewed:
Red Cedar Canyon Eagle's Nest Overlook in the NE 1 /4, S32, T29N R19W, City of Hudson.
Motion by Malick, second by Jensen and carried to certify no objection. No opinion is expressed
concerning adequate sewer service.
Hudson Meadows in the NW I /4 & SW 1 /4S33, T29N R19W, City of Hudson. Motion by Jensen,
second by Malick and carried to certify no objection. No opinion is expressed concerning
adequate sewer service.
Rezoning Scheduling: There are no new rezonings to be scheduled. Malick asked the
Committee to think about the possibility of having "non- controversial" rezonings be a consent
item on the County Board agenda. Discussion held. Will discuss when new Committee is
formed.
Contract Septic Inspector Position: Fisher told the committee that they have hired Pam Quinn,
with the Brian Wert Agency for this position. Pam will begin the first part of April.
Parks Reorganization: A discussion was held, with Joe Grant and Chuck Whiting present, on
the hiring of a site manager to run the Perch Lake project. The Park Department would be
functioning under two site managers, with each manager reporting to the Committee. One site
manager would be for Perch Lake, the other for the rest of the parks. Grant told the committee
they are ready to hire a new site manager at any time. Whiting advised the Committee that
changing reporting relationships needs to go through the Personnel and Administrative
Committees.
Discussion held by the committee. Motion by Malick, second by Larson and carried to have the
new hire for the Park Department delayed until after elections, then done with the new
Committee's approval.
Whiting told the Committee that they should move forward with the Park issues, as they are 90-
95% completed with the project, and a decision from Madison on the budget may take a few
months. Committee will discuss again at the meeting tomorrow evening.
Tower Ordinance Discussion - No discussion.
Training for Deputy Zoning Administrators: Information has been sent out to the Towns on
the training session to be held on April 30 at the Ag Center in Baldwin. Fisher has spoken with
Alicia Acken, Land Use Educator with the University of Wisconsin -River Falls and she will help
facilitate the training.
Release of Escrow Money for the Town of Star Prairie: Fisher stated that the request is for
$1,000 for new basketball backboards and rims for the St. Ann's School playground. Discussion
held. Motion by Malick, second by Larson and carried to deny the request, as this is not
perceived to be a facility for public use.
20% Slope Discussion Fisher went over the proposed policy handout with the Committee.
Discussion held and the Committee had changes. In appropriate instances, erosion control
structures on steep slopes may serve multiple purposes, to also be used for driveways and for
buried utilities. Escrows will be held until construction and stabilization are completed. Luckey
moved, seconded by Malick and carried, to approve the revised policy. Fisher will make
changes and send a copy to the developers and surveyors with the changes.

Staff Recommendation: Disturbance of steep slopes had already been minimized and mitigation was
provided in part by larger than minimum size lots. Conditional approval; 1) Final road plan approval must
be obtained from the Highway Department; 2) The joint access serving Lot 5 and Lot 6 must be constructed
concurrent with town road construction within the plat. The erosion control plan and financial guarantees
must include this construction; 3) The area where the town road crosses slopes greater than 20% must have
approved road and erosion control plans. Any disturbance on slopes of 20% or greater outside of the
approved plan area must obtain a special exception use permit; 4) Financial guarantees equal to 120% of
construction estimates must be submitted for road construction and erosion control. Written estimates must

Emerald Acres —Preliminary
Owners: Richard and Janet Stout
Location: Section 30, Town of Hammond, 68 lots totaling 151.06 acres.
Staff Recommendation: This subdivision was tabled the previous month to determine what effect might
result from a proposed Roberts - Hammond Sewer Plant. It was thought that the underground plume might
lead under this subdivison, causing well pollution. A request for opinion was sent to DNR. No response
was received, implying tacit approval. The President of the Regional Wastewater Planning Commission
offered his written finding on March 6 that the underground flow from the plant would proceed in a
different direction from this subdivision. Conditional approval; 1) Financial guarantees equal to 120% of
construction estimates must be submitted for road construction and erosion control. Written estimates must
accompany the guarantees; 2) No construction, including earth moving, shall take place prior to approval of
the financial guarantees, a construction waiver may be granted provided the guarantees are approved; 3)
The Zoning Office, the County Highway Department and the Land and Water Conservation Department
must be notified three days prior to the beginning of construction.
