1. Community Engagement Subcommittee of the Community Justice Collaborating
Council Regular Meeting November 10, 2016 9:15 AM
Minutes of November 10, 2017 were accepted.

BUSINESS ITEMS
1. Judicial Visit to Lincoln Hills and Copper Lake - March 24, 2017
Discussion was held on the visit to Lincoln Hills School and Copper Lake School by Judge
Lundell. He chose to visit these schools as part of the Judicial Education program.
RESULT: DISCUSSED
2. Eau Claire County - 180 Program
Michelle Leccia gave an update on the 180 Program in Eau Claire for juvenile placements.
To utilize this resource it must be approved by the Health and Human Services Board. It
then would be referred to the full County Board for final approval. Steve T'Kach makes a
motion to have a speaker from the 180 Program give a presentation to the CJCC Council
at the next meeting. Kate Avoles seconds the motion. Carried unanimously
RESULT: DISCUSSED
3. Juvenile Justice Issues
Discussion was held on juvenile justice issues, specifically the 17 year old legislation to
move them back into the juvenile system. Many counties are in support of this, but
would like appropriate funding to follow if it happens. Michelle Leccia states the WI
Department of Corrections (DOC) is no longer in charge of juvenile justice, Children and
Families have the lead on this. Juvenile Justice is now Youth Justice. Discussion was held
on juvenile validated risk assessments. Sheriff John Shilts discussed gang activity in the
metro areas and states we don't seem to have those kinds of issues in St. Croix or
surrounding Counties. Michelle Leccia states that if the 17 year old legislation comes
back around we should have a position on this issue. Sheriff John Shilts states the
funding mechanism is the hold up on this issue and until that is resolved it probably
won't gain much traction. He states we should put on the next CJCC agenda for further
discussion.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Kate Avoles would like to have the expungement law on the next agenda.
