1. Domestic Violence & Family Issues Subcommittee of the Community Justice
Collaborating Council Regular Meeting April 21, 2021 11:30 AM

BUSINESS ITEMS
1. Update from Justice Services Director
Susan Capparelli, Justice Services Director, gave a brief update on meeting scheduling
and altered locations pending. An update on current ODARA risk assessment in the State
of WI was presented as it may pertain to pretrial work. Discussion was held.
RESULT: DISCUSSED
2. Update from TurningPoint of Current Operations and Programs
Ms. Haley Konsela provided a TurningPoint update. TurningPoint is on-boarding several
staff and coordinators for services. Haley as Legal Advocate has gone part time.
TurningPoint is holding a "Virtual Fundraiser" December 9th - information on that event
is located on their website. All three service sites are fully open and have remained open
throughout the Pandemic. The shelter is currently and typically full and a waiting list is
present for some ten requests. Update of trained use and full implementation of the
Lethality Assessment Protocol (LAP): St. Croix County Sheriff's Office, North Hudson PD,
Hudson PD, New Richmond PD are all trained and using the LAP. End Abuse WI has
published their 2020 Lethality report. Gun violence accounts for the predominant
homicides in the State. Discussion was held.

3. Update from St. Croix Valley Restorative Services on Current Operations and
Programs
Bridget Warren, Executive Director, Restorative Services, provided information on
available programming for people affected by domestic violence related situations.
Discussion was held about costs and availability for varied risk level of services.
Discussion was held on potential MRT DV groups to start soon.
RESULT: DISCUSSED
4. Review St. Croix County's Workplan for DV/Family Issues
Discussion was held on the work plan for St. Croix County and progress being made by
the workgroup comprised of Haley Konsela, Ryan Shervey and Tim Heckmann. Judge
Vlack presented some topic areas for subcommittee working plans 2022 related to IPDV,
risk assessing, Lethality, etc. Work will continue and be presented at the December
meeting.
RESULT: DISCUSSED
5. Membership Review, Interest and Commitment
Discussion continues on subcommittee membership and work forward. Judge Vlack
discussed the areas for subcommittee working plans 2022 related to IPDV, including
Assessing (both victim and offender specific), Treatment Services for Victims and children
involved in the home, as well as, treatment services for offenders. The group also
discussed those currently listed as members and if any replacements that require noting.
