1. Domestic Violence & Family Issues Subcommittee of the Community Justice
Collaborating Council Regular Meeting December 18, 2019 11:30 AM
Minutes of December 18, 2019 meeting were accepted as presented.

BUSINESS ITEMS
1. Court Appointed Special Advocates (CASA) Update
Judge Waterman gave an update on progress being made to develop a Court Appointed
Special Advocates (CASA) program in St. Croix County. He states the next planning
meeting is scheduled for March 24, 2020. Sarah Yacoub commented on family cases in
our county.

2. Lethality Assessment Program (LAP) Update
Chief Mark Richert states they are through the pilot phase of the Lethality
Assessment Program (LAP) and are now able to train other agencies within the
County. He states all agencies are on board and the next step is to train the trainers.
RESULT: DISCUSSED
3. Review Domestic Violence Team Workplan Results
Tim Heckmann gave an update on the DV training that was held on November 22, 2019
in WI Dells. Ryan Shervey, Haley Konsela, Tim Heckmann, and Judge Vlack were in
attendance and represented the team from St. Croix County. Ryan Shervey states on
April 6, 2020 he will go to the parents in transition class with Haley Konsela to let people
know what services are available. Tim Heckmann discussed his scheduling options, and
what we can do better before things end up in the District Attorney's Office. Judge Vlack
discussed criminal matters, restraining, and family orders as well as the work plan for our
county. Tim Heckmann discussed the Temporary Restraining Order (TRO) and family
court process. Ryan Shervey discussed restraining orders and how we can tailor family
orders. Judge Vlack states in civil matters there are no attorneys present for the majority
of the time. Sarah Yacoub states that abusers are not good co-parents. Judge Vlack
states judges attempt to make orders that are fair, but the system is not always perfect,
but we are attempting to move in a direction that will improve things. District Attorney
Michael Nieskes asked about the possibility of having trained people available at
hearings to give advice and potentially having a block of time dedicated to these types
of hearings. Further discussion was held on the Neurobiology of Trauma - Domestic
Violence training that was held on November 14, 2019.
