APPROVAL OF MINUTES
1. Domestic Violence & Family Issues Subcommittee of the Community Justice
Collaborating Council Regular Meeting March 11, 2020 11:45 AM
Minutes of March 11, 2020 were accepted as presented.
RESULT: ACCEPTED
PUBLIC COMMENT
Judge Vlack states there are 7 and another potential offender in DV Court at this time.
BUSINESS ITEMS
1. Update on Court Appointed Special Advocates (CASA) Program Implementation
Judge Waterman states they are working on setting up a meeting between St. Croix
County and CASA of Western WI to determine next steps to move the project forward.
Mark Lemke asked if this would include Pierce County and Judge Waterman states it
would only be a St. Croix County program.
RESULT: DISCUSSED
2. Identify Local Resources for Domestic Violence Specific Psychological Examinations
Psychological Exams; Sarah Yacoub states 40% of prison population has personality
disorders and questions whether the same is true for people with domestic violence
issues. Judge Vlack states a primary concern is to get evidence-based domestic violence
assessments prior to conviction with bail bond modifications. He finds the use of the
Lethality Assessment Program useful. Tim Heckmann states it would be helpful to have
resources and send people for psychological exams, but cost is an issue and how do you
get the defendant to buy into this. He states early intervention strategies benefit
everyone. Sarah Yacoub states the training held last year was helpful and well attended
and Judge Vlack states he would like to see what training is recommended by Mr.
Heckmann, Ms. Konsela, and Mr. Shervey. Michael Nieskes states he thought Steve Kirt
completed an inventory of those resources. Judge Vlack asked Mark Richert and Alena
Taylor about the pros and cons of the Lethality Assessment Program. Mark Richert states
they are getting more buy in from other agencies and they were going to have a training
in April but that didn't happen due to COVID-19 concerns. Alena Taylor states there are
no new updates, but they are ready to go when training is rescheduled. Haley Konsela
states there were two trainings rescheduled in mid-July for April and the notices were
sent yesterday. She states there is a new screening being used with a few more questions
added. Jason Sykora states he did see the new forms come through the Sheriff's Office.
Judge Needham states the issue of Elder Abuse was brought up at the Public Protection
and Judiciary Committee meeting and is wondering if this issue will be also looked at by
this subcommittee. Michael Nieskes states he is trying to get training completed for law
enforcement so they can start picking up on the early signs of elder abuse.

3. Review Domestic Violence Team Workplan Progress
Tim Heckmann states they don't have much to report at this time. Ryan Shervey states
they were all set to go to the parenting class in early April, but was canceled due to
COVID-19, but they will look at setting it up to attend another one when possible. Judge
Vlack states he would prefer another meeting in August or September for the next
DV/Family Issues meeting. Further discussion was held on a potential meeting date and
time. Judge Vlack announces the next meeting will be held on September 16, 2020 at
11:30 a.m.

REQUEST FOR FUTURE AGENDA ITEMS
Agent Hooyman will do a presentation on the process for a probation review hearing with a
domestic violence related case.
ANNOUNCEMENTS & CORRESPONDENCE
Judge Vlack states Restorative Services (R.S.) are back to in-person services. Susan Capparelli
states the groups are smaller in size, masks required, regular cleaning, etc. She introduced
Jacob Otis to the group and he is trained in doing assessments for R.S.
ADJOURN
Judge Vlack adjourned the meeting at 12:10 p.m.
