1. Domestic Violence & Family Issues Subcommittee of the Community Justice
Collaborating Council Regular Meeting April 17, 2019 11:30 AM
Alena Taylor states she should have been listed as present at the last meeting.

BUSINESS ITEMS
1. Domestic Violence Compliance Court Update
Judge Vlack gave an update on the Domestic Violence Compliance Court. He states they
have had one appearance and are trying to determine how to identify future participants.
RESULT: DISCUSSED
2. Lethality Assessment Program (LAP) Update
Chief Mark Richert states there are no new updates to report. The St. Croix County
Sheriff's Office had their first Lethality Assessment Program (LAP) response and the
victim was referred to Turningpoint.
RESULT: DISCUSSED
3. Court Appointed Special Advocates (CASA) Grant Update
Discussion was held on the status of the Court Ordered Special Advocates (CASA) grant
that included St. Croix County. Mike O'Keefe checked with the State of WI CASA Director
and she has not heard anything yet. Susan Capparelli states the plan appears to make
Barron County the hub for this program and their county board has already designated
$50,000 to this project.

4. Domestic Abuse and the Neurobiology of Trauma Training Proposal
Mike O'Keefe, CJCC Coordinator, states the Courts are sponsoring a training on the
Neurobiology of Trauma - Domestic Violence in November 2019. There will be more
information available at our next meeting.

5. St. Croix Valley Restorative Services Updates
Susan Capparelli, Executive Director, St. Croix Valley Restorative Services, gave an update
on the current status of treatment programs for Domestic Violence offender groups and
assessments. She also discussed the costs of assessments and they are able to provide a
certain number of free counseling sessions to children. Alena Taylor discussed female to
female violence and assessments.

6. Domestic Violence & Family Issues Subcommittee Goals - Next Steps
District Attorney Michael Nieskes suggests we have an open discussion as to what we
can do as a system with family cases and if possible can all cases be combined with one
judge. Sarah Yacoub states we should review research on children being with abusive vs
non abusive parents. We may want to invite Liz Rohl, Corporation Counsel, to this
discussion. Tim Heckmann suggests also inviting Steve Dunlap, Family Court
Commissioner, to this meeting.
