Domestic Violence & Family Issues Subcommittee of the Community Justice Collaborating Council Regular Meeting June 19, 2019 11:30 AM Minutes of June 19, 2019 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Court Appointed Special Advocates (CASA) Grant Update Discussion was held on the Court Appointed Special Advocates (CASA) program currently being proposed in St. Croix County. Judge Waterman provided the group with details of the program and potential benefits to the courts as well as the child welfare system as a whole. Susan Capparelli announced that Sus Schwartz, State of WI CASA Director will present at the Pierce County CJCC on September 11, 2019. RESULT: DISCUSSED 2. Training Update on Neurobiology of Trauma - Domestic Violence Tim Heckmann and Mike O'Keefe gave an update on the Neurobiology of Trauma - Domestic Violence training they attended in October 2018. There has been a recommendation to bring a version of this training to St. Croix County in November, 2019. RESULT: DISCUSSED 3. Domestic Violence Compliance Court Updates Judge Vlack gave an update on the Domestic Violence (DV) Compliance Court and the number of offenders currently enrolled. Judge Waterman asked if the DV Compliance Court is a topic in negotiations. Judge Vlack thanked Craig Hooyman, P&P Agent, for doing a good job with DV cases. RESULT: DISCUSSED 4. Lethality Assessment Program (LAP) Update There were no recent updates from lawenforcement. Alena Taylor states five Lethality Assessments (LAP) have been completed and all were referred to Turningpoint. None of these had contact with Turningpoint prior to their incident. This is something that should be tracked as available data. Alena states some victims seek services early, but the LAP referrals usually haven't received community based services. RESULT: DISCUSSED 5. St. Croix Valley Restorative Services Program Updates Susan Capparelli, Executive Director, St. Croix Valley Restorative Services, gave an update on available services at their agency. Dr. Nevins states a tailored approach should be provided to each person based on self efficacy and standards state we can't provide family services, but will if appropriate. Mark Lemke states offenders will choose where to go for services and it is usually dependent on cost, location, etc. Sarah Yacoub asks what to do with a career offender. Dr. Nevins states group dynamics usually breaks through this resistance and victims should be encouraged to be part of the process if they want to be. RESULT: DISCUSSED 6. Domestic Violence & Family Issues Subcommittee Goals - Schedule Agenda Items Judge Vlack is unsure at this point what more we can do as a criminal justice system, but maybe we should move to the family system and juvenile services as future goals. Judge Vlack would like three volunteers to form a work group to look at goals for this group. Curt Thomassen states we should find an issue and stick to it. He also commented that we should deal with issues with maturity, have mutual respect for each other, and take our egos out it. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Susan Capparelli would like to see law enforcement training to deal with victims calling 911 and both parties being arrested. ANNOUNCEMENTS & CORRESPONDENCE Alexis McKinley, Assistant District Attorney, will be joining this subcommittee as the representative and replace Erica Ellenwood.
