Domestic Violence & Family Issues Subcommittee of the Community Justice Collaborating Council Regular Meeting August 21, 2019 11:30 AM Minutes of August 21, 2019 accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Update on Training - Neurobiology of Trauma - Domestic Violence Mike O'Keefe, CJCC Coordinator, gave an update on the Neurobiology of Trauma - Domestic Violence presentation that took place on November 14, 2019 at the Faith Community Church in Hudson. WI. The presenters were Dr. Chris Wilson and the Hon. Shaun R. Floerke. O'Keefe states there were 98 people in attendance at this training which was sponsored by the St. Croix County Circuit Court and the feedback received was very positive. RESULT: DISCUSSED 2. Update on Domestic Violence Team Training - WI Dells The St. Croix County Team that attended the Domestic Violence Team training at the WI Dells on November 22, 2019 were Judge Vlack, Tim Heckmann, Ryan Shervey and Haley Konsela. Haley states they were tasked with developing an improvement action plan for St. Croix County on how we process and deal with domestic abuse cases. Discussion was held and ideas from members of the subcommittee were brought up as suggestions for the action plan. Judge Vlack assigned a small workgroup, Tim Heckmann, Haley Konsela and Ryan Shervey to meet and bring back ideas at the February 2020 meeting. RESULT: DISCUSSED 3. Update on Court Appointed Special Advocates (CASA) Program in St. Croix County Judge Waterman gave an update on the Court Appointed Special Advocates (CASA) Program that we are attempting to start in St. Croix County (SCC). He states we applied for a grant opportunity and it was denied for our County. A few other counties received this grant funding but all of them were in the southern part of the state. Judge Waterman states he coordinated another meeting to come up with other funding ideas and County Board Supervisor, Roy Sjoberg, suggested approaching the SCC Administration Committee for a one time funding amount from the contingency fund. He thought this request would fall under guidelines for this fund. Judge Waterman states on December 16, 2019 the Administration Committee unanimously approved a one time funding amount of $50,000 to start a CASA program in SCC and be part of the Western WI CASA Program. He states there is a lot of work to be done and will be getting a steering committee together in the near future. RESULT: DISCUSSED 4. Lethality Assessment Program (LAP) Update Chief Mark Richert states the North Hudson Police Department and St. Croix County Sheriff's Office are past the 6 month time period for implementation and can now train other agencies on the Lethality Assessment Program protocols. RESULT: DISCUSSED 5. Review Domestic Violence/Family Issues Subcommittee Goals Judge Vlack states this agenda item was reviewed under agenda item #2 and we will wait for recommendations from our small workgroup report in February 2020.
