Domestic Violence & Family Issues Subcommittee of the Community Justice Collaborating Council Regular Meeting December 20, 2017 12:00 PM Minutes of December 20, 2017 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Center for Court Innovation Domestic Violence Needs Assessment Review Discussion was held on the report from the Center for Court Innovation (CCI). Attorney Sarah Yacoub commented about the report and District Attorney Michael Nieskes responded by stating that he reviews all sexual assault cases as well as spousal rape cases. Judge Vlack stated that although our data was limited it can still be used as we move forward. Kevin Hamlin, Crime Data Analyst (CDA) discussed the current data situation in St. Croix County. He is new to this position and it will take some time for him to get up to speed on data systems. Tim Heckmann, Circuit Court Commissioner discussed CCAP and limitations in gathering information from this system. CCAP is not a database and was never intended to be one. Selena Peterson, Victim Witness Legal Advocate states that restraining orders go through the Sheriff's Office and maybe we could track some data that way. RESULT: DISCUSSED 2. Systems Mapping Domestic Violence/Family Issues Cases Judge Vlack asked for volunteers to work on the DV/Family Issues Systems Map and bring back a draft for the group at our meeting in February. Tim Heckmann, Mike O'Keefe, Kevin Hamlin, Sarah Yacoub, Kate Avoles, and Jason Sykora volunteered for this assignment. RESULT: DISCUSSED 3. Law Enforcement Domestic Violence Assessment Procedure Review Chief Mark Richert discussed the status of the grant application for the Lethality Assessment Program - Maryland Model. If we receive this grant it will provide training for Law Enforcement Agencies, District Attorney's Office, Judges, and other involved agencies. The CJCC Executive Subcommittee should sign as a supporting agency for the grant application. RESULT: DISCUSSED 4. Review Domestic Violence/Family Issues Subcommittee Meeting Schedule Discussion was held on the meeting schedule for the DV/Family Isssues Subcommittee going forward. A motion was made by Michael Nieskes, second by Kate Avoles to meet every other month with the first meeting in February, 2018, and the Chair may call a special meeting if deemed necessary. The duration of each meeting should also be extended to 90 minutes. The motion carried unanimously. RESULT: DISCUSSED 5. Review Available Options for Batterers' Intervention Programs District Attorney Michael Nieskes commented about children services and prevention strategies when dealing with Domestic Violence cases and situations. Attorney Sarah Yacoub discussed juvenile cases and how these are handled currently in our system. Steve Kirt, Administrator, Behavioral Health states that if we are looking at developing a batterer's treatment program we should approach this as a long term planning strategy. It is difficult to get budget amendments to provide new services. District Attorney Michael Nieskes states that we should engage with school districts that are willing to partner in prevention programs. Selena Peterson, Victim Witness Legal Advocate states currently Turningpoint is going into local schools to talk about DV issues within the family. Steve Kirt states we can get an inventory of available resources in the St. Croix Valley. Assistant District Attorney Erica Ellenwood discussed the need to let communities know we are open to partnerships on issues like this. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE ADJOURN The meeting was adjourned at 12:51 p.m. DATE OF NEXT MEETING The next CJCC DV/Family Issues Subcommittee meeting is Wednesday, February 21, 2018, 12:00 p.m., Government Center - room 1216.
