APPROVAL OF MINUTES 1. Domestic Violence & Family Issues Subcommittee of the Community Justice Collaborating Council Regular Meeting January 17, 2018 12:00 PM The minutes from the January 17, 2018 meeting were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT No public comment. BUSINESS ITEMS 1. Lethality Assessment Program (LAP) Grant Udate Discussion was held on potential implementation of a Lethality Assessment Program (LAP) in St. Croix County if we are awarded a grant opportunity. A training protocol would include the District Attorney's Office, Judges, Public Defender's Office, Private Bar, Sheriff's Office and Police Departments. More information may be available at the next DV/Family Issues Subcommittee meeting in April, 2018. Sarah Yacoub states that children issues should be included in this process. RESULT: DISCUSSED 2. Systems Mapping for Domestic Violence Cases Discussion was held on the mapping process options for defendants after they have posted bail and completed the Domestic Violence Assessment. During this process victim services should be addressed by a referral to community based services. Sarah Yacoub asked about the potential for posting bail at time of booking vs no bail schedule. Judge Vlack states that he doesn't need to know what information is contained in an assessment. Discussion was held about lifting no contact provisions and can an assessment be completed within 24 hours. Domestic Violence Assessments can be completed in the jail if necessary and felony level cases cannot post to be released. Victims can be notified by the WI VINE notification system. Further discussion was held on how we as a system can better address victim issues and no contact orders. Judge Vlack questioned if representatives from Turningpoint could be present at hearings for victims of domestic violence. We should focus on children services, safety planning, advocacy programs and safe housing. Alena Taylor discussed prevention strategies and they currently do school presentations in St. Croix and Pierce Counties. Steve Kirt brought up the fact that because they are a county agency they tend not to be the first response because of a negative connotation and trust issues. Tim Heckmann suggested moving cases faster through the system, preferably within 60 days. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Refer any future agenda items to Mike O'Keefe.
