Domestic Violence & Family Issues Subcommittee of the Community Justice Collaborating Council Regular Meeting April 18, 2018 11:30 AM Minutes from April 18, 2018 are accepted. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Treatment Options Update Steve Kirt discussed two possible ways to determine treatment options available in our local area. We could send out a Request for Information (RFI) or a survey. Mr. Kirt suggested sending out a Request for Proposal (RFP). Michael Nieskes asked if we should limit this request to St. Croix County or look to the metro area. Mark Lemke states that the DOC is looking at Telehealth as a way to deliver treatment services to offenders. After further discussion it was decided to move forward with an RFI. Alena Taylor discussed appropriate verbiage to use in this document and Mr. Kirt will send to her for review and input prior to sending out. RESULT: DISCUSSED 2. Update on the Lethality Assessment Program (LAP) Chief Richert gave an update on the Lethality Assessment Program (LAP) training. There will be a train the trainer session on July 17, 2018 in Lacrosse, WI and members of this subcommittee are able to attend. RESULT: DISCUSSED 3. Domestic Violence Training Update - Tim Heckmann, Circuit Court Commissioner Tim Heckmann discussed a training session he recently attended in southern WI. He states the Maryland model lethality assessment was discussed at this training and some law enforcement agencies have implemented a process of issuing a warning letter to parties in an effort to de-escalate situations. Erica Ellenwood states that she screens about 15 cases a week and if this letter was part of the file she could reference it. Alena Taylor states the River Falls Police Department has used a letter like this. RESULT: DISCUSSED 4. Report on Developing a Compliance Court Training - June 12-13, 2018 Michael Nieskes states the Compliance Court training could have been better and more time should have been devoted to meeting with other teams from around the US. He states Hennepin County funnels all DV related cases to one judge. Mark Lemke gave comments on the training and said the team approach is very effective, especially with respect to children services. He states the victim issues was a very powerful focus of this training.
