APPROVAL OF MINUTES
1. Domestic Violence & Family Issues Subcommittee of the Community Justice
Collaborating Council Regular Meeting October 17, 2018 11:30 AM
Minutes of October 17, 2017 are accepted as presented.
RESULT: ACCEPTED
PUBLIC COMMENT
Susan Capparelli, Executive Director, St. Croix Valley Restorative Services, announced their
organization has officially changed their name to St. Croix Valley Restorative Services. Their
previous name was St. Croix Valley Restorative Justice Programs Inc.
BUSINESS ITEMS
1. Review CJCC Domestic Violence/Family Issues Subcommittee Membership
Mike O'Keefe asked the Subcommittee to discuss the current membership structure to
see if people should be added or removed. Judge Waterman states that Judge
Needham is now the Presiding Judge and Chair of the Community Justice Collaborating
Council (CJCC) so he has oversight of all CJCC Subcommittees and doesn't necessarily
have to be on the role call to participate. Mike Nieskes states that Eric Ellenwood should
continue to be part of this group because she prosecutes all domestic violence, but as it
stands now the District Attorney's Office has two votes and it might be helpful to
appoint a service provider also. He also suggested making the voting membership body
smaller in size, seven rather than twelve. Judge Vlack states that Judge Needham may
say that he no longer needs to be on the Subcommittee but would still participate and
we can revisit this issue at the next meeting.
RESULT: DISCUSSED
2. Update on Domestic Violence Compliance Court
Judge Vlack states he will be the Domestic Violence(DV) Compliance Court Judge and all
DV related cases that meet certain criteria will go through his Court. He also states the
preferred risk assessment for these types of cases is the Ontario Domestic Assault Risk
Assessment (ODARA) and these cases will be reviewed on Fridays. Judge Vlack states
there will be other things to consider when scheduling these types of cases, but this is a
work in progress. Further discussion was held on victim issues, defendants right to
counsel, sanctions, and assessments.

3. Lethality Assessment Program Update
Chief Richert gave an update on the Lethality Assessment Program (LAP). He states they
are currently training North Hudson Police Department (NHPD) and told the St. Croix
County Sheriff's Office they could send people to training. Chief Richert will give a
presentation at the next meeting in February.

4. Review Domestic Violence Risk Assessments and Implementation
Discussion was held on what type of domestic violence risk assessments should be
utilized and how these should be implemented throughout our system.
RESULT: DISCUSSED
5. Discussion on Assembly Bill 737, TraJa Act
Mike O'Keefe discussed Assembly Bill 737 which expands the TraJa Act.
RESULT: DISCUSSED
6. Turningpoint Shelter Update
This item was tabled to the next meeting because Alena Taylor, Executive Director of
Turningpoint was unable to attend.
RESULT: NO ACTION
