Staff present: Steve Fisher, Deb Zimmermann, David Fodroczi, Joe Grant and Pete Kling. Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Jensen, second by Malick and carried to adopt the agenda. The next meeting will be February 26"' at 9:00 a.m. Minutes of the meetings of January 8 and February 13 were approved on a motion by Malick, seconded by Larson. Raymond explained the hearing process and opened the hearing. Joel and Kathy Afdahl: Fisher read the notice into the record. The request is to rezone approximately 64 acres of land from Agriculture to Ag -II. Location: A parcel of land located in the SW ' / 4 of the NW ' / 4, Section 36, and the SE 1 /4 of the NE 1 /4, Section 35, T28N, R17W, Town of Rush River, St. Croix County, Wisconsin. Joel and Kathy Afdahl, 1988 County Road YY, Baldwin, WI, are the applicants. They explained that they would like to rezone this property to Ag -II to divide into 3 parcels of 20 + acres. They have two children, and plan to give each child a piece of this property. They stated that it is important to them to keep the parcels at least 20 acres, and preserve the rural environment that is now there. There was no opposition to the request. Fisher went over the staff report and told the committee that the Town of Rush River has recommended approval of the request, and have considered State Stat. 91.77 in making their recommendation. Fisher added that it is staff's opinion that the request is consistent with the county plan, and the 20 -acre density is consistent with the rural character of the area The hearing was recessed by Raymond. Motion by Malick, second by Jensen and carried to recommend the request be forwarded to the County Board for approval based on the following findings: 1. The land is in the rural planning area and is an appropriate use. 2. The site has one existing home, a small wooded area, open ground and tilled cropland. 3. Approximately 80% of the parcel is identified on the potentially productive agriculture map. 4. The parcel is not identified on the primary environmental corridor map. 5. An intermittent drainageway crosses the site. 6. The parcel has slight limitations for Private Onsite Wastewater Treatment (POWTS). 7. The surrounding land uses are a mix of large active farms and 40 -acre or smaller hobby farms. 8. The land around the parcel is zoned ag /residential to the east and west and exclusive ag to the north and both to the south. 9. The site is located on a County Road. 10. The proposed use of the land is three 20 -acre home sites. 11. Ag -II zoning would be somewhat compatible with the area. 12. The Town Board reviewed the rezoning and recommended approval with §91.77 findings. The request will be forwarded to the March 19` County Board meeting. Jake Crowley: The hearing was reopened. Fisher read the notice. The request is to rezone approximately 40 acres of land from Agriculture to Ag -II. Location: A parcel of land located in the SE ' / 4 of the SW ' / 4, Section 26, T28N -R17W, Town of Rush River, St. Croix County, Wisconsin. Jake Crowley, 638 170 "' Street, Hammond, Wisconsin, is the applicant. He asked for this rezoning to sell one 20 -acre parcel to his brother to allow him to build a home on the property. He has obtained approval from the Town of Rush River. There was no opposition. Fisher told the committee that it is staff's opinion that the request is compatible with the surrounding property uses and is consistent with the County Plan. The property is not located in an environmental corridor. The hearing was closed on a motion by Malick, seconded by Luckey. Motion by Jensen, seconded by Malick and carried to recommend the request be forwarded to County Board for approval based on the following findings: 1. The parcel is in the rural planning area and is an appropriate use. 2. The land consists of open land with some trees planted. 3. Approximately 93% of the parcel is identified on the potentially productive agriculture map as prime farmland. 4. The parcel is not identified on the primary environmental corridor map. 5. The parcel has slight limitations for Private Onsite Wastewater Treatment (POWTS). The owners have perked the site and found two building sites. 6. The surrounding land uses are a mix of 40 -acre hobby farms and a few smaller acreages. 7. The land around the parcel is zoned ag /residential to the north and south and exclusive ag to the west and east. 8. The site is located at the intersection of a county and town road. 9. The proposed use of the land is two 20 -acre home sites. 10. Ag -II zoning would be somewhat compatible with the area. 11. Town of Rush River has reviewed the rezoning and recommends approval, stating that they have considered §91.77. Committee will forward to March 19 County Board meeting. Personnel Study: Malick told the committee that a meeting was held on February 13 " with Chuck Whiting and the Springsted representatives, regarding the upcoming personnel study. The Committee would like the department heads to put together their Mission Statement, Department Responsibilities and Core Requirements for jobs and bring this information to the next meeting on February 26 for the Committee to review. They should also attach the job descriptions for each employee. Some job descriptions need to be updated later. Fodroczi shared with the group a copy of the Emergency Communication department submittal, which is "the model" for everyone. It is about four pages, and not a lot of detail. Fodroczi, Fisher and Grant shared their concerns about this process with the Committee. They discussed how to measure progress, and what that would entail, as well as the fact that we are a "service center" and feel it is important to have goals for quality of service. Something needs to be done in these areas, and job descriptions should be looked at, as some are outdated. WLIP Strategic Initiative Grant: Fodroczi e- mailed the State, and they have responded to him saying that the County may put together a local policy on how much will be available for public view. Once the policy is put together, the County may submit according to that policy. Privacy issues seem to be a major concern. The State is willing to accept whatever we propose. Fodroczi understands the dilemma surrounding this, but would like the support of the Committee. 2 Motion by Malick, second by Raymond to authorize the grant application, which includes a condition allowing the County to withhold information on its terms, to be defined in the future by this Committee, carried 3 -2. Homestead Parkland Bid: Pete Kling and Joe Grant discussed the McCabe bid with the Committee, stating that it is an attractive bid, and believe they would do a good job. Kling has spoken with the Highway Department staff and they believe McCabe to be a good company. Kling has been working with Eunice Post, of the DNR, on the permit needed. It is his understanding that the permit will be issued next week. Kling and Grant handed out a sheet with the budget status of the Homestead Parklands project, reviewing it with the Committee. They stated that the numbers are accurate, and further stated that the budget is in place and has received approval from the County Board. Discussion held by the Committee regarding the importance of getting the construction of the park completed, and that some of the funds need to come out of the borrowing pool, in addition to the grant money that is being used. Motion by Jensen, second by Larson to accept the McCabe bid, as recommended by the staff, and proceed with the contract, as directed by the Committee, carried unanimously. Hammond/Roberts Sewer Project: There is a public hearing to be held on this on March 19"' at 7:00 p.m. at the Roberts Park Building. Pete Skorseth, of the DNR, has stated that this model meets the requirements laid out by former DNR Secretary, George Meyer. Discussion was held on the type of plan that is being looked at for this project. Fodroczi would like to review a copy of the Phase I Plan, the Facility Plan and the Environmental Assessment, and compare these to the County Plan. The Committee asked that Fodroczi identify the County's jurisdiction. This item will be on the February 26 agenda. Meeting declared adjourned at 9:20 p.m. C. W. Malick, Secretary 3 MINUTES PLANNING, ZONING AND PARKS COMMITTEE St. Croix County Government Center, Hudson, WI February 19, 2002 PRESENT: Supervisors Ron Raymond, Art Jensen, Gerald Larson and Buck Malick. This was a joint meeting with the Land and Water Conservation Committee. Jensen called the meeting to order at 9:00 a.m. Minutes/Meeting Dates No minutes were approved. The Committees received a presentation by Peter Skorseth of the Wisconsin Department of Natural Resources, depicting a study of wastewater treatment expansion alternatives considered for the Villages of Roberts and Hammond.
