APPROVAL OF MINUTES
1. Domestic Violence & Family Issues Subcommittee of the Community Justice
Collaborating Council Regular Meeting November 8, 2016 12:00 PM
Minutes of November 8, 2016 were accepted as presented.
RESULT: ACCEPTED
PUBLIC COMMENT
Bob Kelly from Bob Kelly Programs discussed the potential for his agency setting up batterer's
treatment groups in our area. Mr. Kelly discussed his background and how this service would be
delivered to clients and the St. Croix County Criminal Justice System. The cost of each group
would be $360 per individual and the size of each group is 12-14 clients. Groups are closed
ended.
BUSINESS ITEMS
1. Domestic Violence Needs Assessment - February
Discussion was held on the upcoming Domestic Violence Needs Assessment scheduled
for February 9 & 10, 2017. The assessment will be conducted by the Center for Court
Innovation and paid for with funding from a State of WI - STOP Grant and local funding.
Mike O'Keefe stated he is working on the itinerary for this and will have it firmed up
very soon. Judge Needham and Judge Vlack have taken the lead on this project and will
report back to the CJCC Council and this group after receiving the results of the
assessment.

2. Domestic Violence Data - Law Enforcement
Chief Mark Richert gave an update on the domestic violence arrests for 2015 data he
collected from other law enforcement agencies. Mike Nieskes, District Attorney, asked
for clarification as to what type of data was collected and if all agencies are coding the
same way. Kate Avoles asked if there is data distinguishing between male and female
arrests. Judge Waterman asked if the numbers collected are surprising and John
Kucinski, Public Defender, asked how many of these people are currently on Probation or
Parole supervision. Chief Richert and Mike Nieskes discussed whether or not a juvenile
can be charged with domestic assault by current statutes.
RESULT: DISCUSSED
3. Lethality Assessments - Law Enforcement
Chief Mark Richert reported that the issue of lethality assessments was brought up at the
St. Croix County Police Chief's Meeting. There is interest in using this tool, but they feel
they don't have time to pursue this through the Maryland Network Against Domestic
Violence, (lethalityassessmentprogram.org). Mike Nieskes, District Attorney, discussed
the need for early intervention and treatment for domestic violence cases, as well as
services for victims.

4. Domestic Violence/Family Issues Subcommittee Membership Review
Discussion was held on the current membership of this group.
RESULT: DISCUSSED
