APPROVAL OF MINUTES 1. Domestic Violence & Family Issues Subcommittee of the Community Justice Collaborating Council Regular Meeting May 2, 2017 12:00 PM Minutes were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Domestic Violence Needs Assessment Update Judge Vlack discussed the results of the St. Croix County Domestic Violence Needs Assessment preliminary report submitted by the Center for Court Innovation (CCI) and WI Office of State Courts. Judge Vlack stressed this is a preliminary report and not a finalized version; invites comments or reactions from the Subcommittee. Chief Mark Richert had a question regarding the survey attached. Judge Vlack answered and clarified this issue. Susan Capparelli, Executive Director St. Croix Valley Restorative Justice Programs Inc (SCVRJP), discussed an inaccuracy she found in the report. Domestic Violence assessments for St. Croix County do not utilize the Duluth model but rather focuses on the Iowa model and a cognitive based approach. Curt Thomassen questions who is required to take Evidence Based Training. Judge Vlack states everyone on the subcommittee is expected to take the training, referencing page six of the handout. If there are further questions please forward comments to Judge Vlack or Mike RESULT: DISCUSSED 2. Data Review - Domestic Violence Needs Assessment Discussion was held regarding progress departments have made in collecting appropriate data for the Domestic Abuse Needs Assessment. Selena Peterson, Victim Witness, states the data needed was more extensive than expected but they are working on it. Erica Ellenwood, Assistant District Attorney, states their department is also working on collecting data. Jason Sykora, involved than simply running numbers. Mark Lemke, Probation Supervisor, has already submitted the data, as well as the Court. Judge Vlack requested the data be sent in by the end of June 2017. RESULT: DISCUSSED 3. Turningpoint for Victims of Domestic and Sexual Violence - Presentation Caitlyn Roskowinski, representative from Turningpoint for Victims of Domestic and Sexual Violence, presented information regarding the services and support they provide to children and non-abusive parents. Caitlyn discussed the types of legal services they provide, understanding healthy relationships, and evidence based practices that supports their programming. Programming such as psycho-educational groups and dual advocacy. Judge Vlack questioned their mandatory reporting requirements. Joan Sprain asked if Turningpoint had a connection with the Family Resource Center. Erica Ellenwood, Assistant District Attorney, questioned how long victims and their families can stay at their facility. Judge Vlack asked where referrals go when Turningpoint cannot accommodate them. Erica Ellenwood, Assistant District Attorney, asked if Turningpoint does safety planning with victims geared towards men. Judge Vlack asked if there are any charges for services. RESULT: DISCUSSED 4. Domestic Violence/Family Issues Subcommittee Membership Review Judge Vlack asked if there is any other stakeholders that should be involved in this subcommittee. Chief Richert suggested a representative from the Clerk of Circuit Courts.
