1. Domestic Violence & Family Issues Subcommittee of the Community Justice
Collaborating Council Regular Meeting October 11, 2017 9:00 AM
Minutes were accepted as presented.

BUSINESS ITEMS
1. Domestic Violence Needs Assessment Statistics Update
Judge Vlack discussed the need for a decision map and statistics for the Domestic
Violence/Family Issues continuum. We can start to follow on this process at future
Subcommittee meetings. Having a map would give us a guide in making evidence based
decisions.
RESULT: DISCUSSED
2. Review Results of October 11, 2017 - DV/Family Issues Strategic Planning Meeting
Discussion was held on the strategic planning session that was held at the Citizen's State
Bank on October 11, 2017. A handout was given to each member and at future meetings
we will need to work on action plans and assign members to specific topics. Judge Vlack
said this is a process that could take some time and he appreciates everyone's efforts.

3. Domestic Violence Risk Assessment Presentation - Susan Capparelli
Susan Capparelli, St. Croix Valley Restorative Justice Programs (SCVRJP), Executive
Director, gave a presentation about the Ontario Domestic Assault Risk Assessment
(ODARA) that she currently uses for referrals involving an element of Intimate Partner
Violence (IPV). Discussion was held on related Alcohol and Other Drug Abuse (AODA)
issues and Steve Kirt commented on available treatment. Ms. Yacoub states the current
bail schedule should be reviewed. Michael Nieskes, District Attorney, discussed
mandatory arrest issues in St. Croix County.

REQUEST FOR FUTURE AGENDA ITEMS
1.) Discuss Intimate Partner Violence (IPV) Assessments with respect to those with a high
score., 2.) Decison Map for IPV cases entering the system., 3.) Strategic Planning follow.
