Notes: During the day around voter 340- it was noticed that the tabulator was showing one LESS voter than the voter
list (poll book). A review of the poll book was done and no reconciliation was found. Board of Canvassers agrees that
that a voter left the polling place without casting their ballot. The Town of Cady clerk called on 11/28/2022 and let us
Page 2
know that they have since discovered that they skipped over a number in the poll book (ex: assigned 209 then the
next number assigned was 211- skipping #210- this is not the exact # skipped just and example) and that is why it
appeared that they had one more voter # assigned then ballots casts. They did in fact have 411 voters.

Reason for 4546 ballots voted vs. 4554 poll book #s - Badger books assigned 7 voters two voter
# (301 &304) (526 & 530) (2221 & 2224) (2252 & 2256). Also, an absentee ballot was returned,
assigned a voter # but the envelope was empty so no ballot cast, which explains the
discrepancy- There were 4546 Voters and 4546 Ballots cast.

Cannot find any notation of explanation from Town of St. Joseph regarding why they have one
less ballot cast than voter #s issued. It could be that badger books gave 1 voter 2 numbers or
that a voter signed the poll book but left before casting their ballot or that a someone left
without casting their ballot.
Spoiled/damaged ballot envelope was not returned inside a sealed ballot bag as
