MINUTES St. Croix County Planning, Zoning and Parks Committee December 11, 2002 St. Croix County Government Center, Hudson, Wisconsin Committee members present: Supervisors Art Jensen, Lois Burri, Veronica Anderson and Jan Zoerb. Linda Luckey was absent and excused Staff present: Steve Fisher Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Anderson, seconded by Burn and carried to adopt the agenda. The next meeting will be December 17 at the Government Center in Hudson. Jensen explained the hearing process and opened the hearing. Gloria Basel:-Fisher read the notice into the record. The request is to rezone approximately 114 -acres of land from Agriculture to Ag /Residential. Location: A parcel of land located in the E % of the NW '/4 and the NW ' / 4 of the NW ' / 4, all in Section 19, T30N -R19W, Town of St. Joseph. Gloria Basel, 1479 95 Street, New Richmond, WI is the owner of the property. Her first application for rezoning was in August of 2000, and that application was withdrawn. She then re- applied in March 2001. The St. Joseph Town Board has recommended approval of the request. The property is bordered on three sides by Ag/Residential property, and borders the Town of Somerset, which is predominantly Ag /Residential. She has no intention of developing at this time, and indicated that she believes that State Statute 91.77 has been addressed and meets the criteria of that statute. The Town of St. Joseph recommended approval of this rezoning request as the parcel has not had a history of economically viable farming and §91.77 is met as the applicant does not have any plans for development of this property at this time. Bernice and Henry Lentz, 435 155 Avenue, stated their support of the request, adding that most of the land in the Town of St. Joseph is zoned Ag/Residential. Bob Orf, 603 River Road, supports the request. Mark Anderson, 1460 County Road B, owns an orchard to the south of this property and has a natural pond on the property. He is concerned that development would be detrimental to this area. Bob Heinz stated concerns with development as he operates a farm in the area. Bob Marty, Supervisor for the Town of St. Joseph stated that he, as well as Theresa Johnson, support this request. A discussion was held on the history of this property not being used for viable farming. Motion by Zoerb, seconded by Jensen and carried to close the hearing. Motion by Zoerb, seconded by Anderson and carried to table a decision in this matter until a later date, as the committee would like to review information received and consider testimony presented at this public hearing.
