St. Croix County Citizen Review Panel

CALL TO ORDER: Sue Lindberg
ROLL CALL Bill Scholz, Ben Tomandl, Marla Butler, Sue Lindberg, Jamie Turner, Bull, Paula Lugar,
Lindsey Greer, Stephanie Larson.
APPROVAL OF MINUTES
1. Dec. 19, 2017 meeting: Corrections were made and approved.
PUBLIC COMMENT: None
BUSINESS ITEMS
1. Brochure: Data for the brochure was discussed and approved. Sue will check with CPS supervisor on
where to have it printed.
2. Work Plan for 2018: Paula Lugar lead the discussion on our work plan through the end of June 2018.
REQUEST FOR FUTURE AGENGA ITEMS: Work plan finalized. Confirm if BACA can work at
county fair again. Budget update. Discuss agencies that will allow us to put up child abuse prevention
displays for the month of April.
ANNOUNCEMENTS & CORRESPONDENCE
Ben: Shared with panel information from the state CRP conference call. The next state meeting will be in
August. Does anyone want to be on the state planning meeting for this? Let Ben know if interested. The
national conference is the first week in June. Cost will be about $1200.00 per person. It was suggested by Bull
that one of the panel Social Workers should attend. Abstracts to present at the conference need to be in by this
Friday. It was suggested that more cases be shared by case workers at the CRP meetings. Our panel discussed
having this done quarterly. Bill and Ben will ask the social workers about presenting to panel at their next staff
meeting. Ben also shared that the County Board has approved two new CPS positions but they still need to be
approve by the County Administration Committee. The two new positions would be an additional foster care
coordinator and an additional CPS assessment worker.
Bill: Our current budget report is confusing. He will look into this further and get back to the panel at our next
meeting.
Jamie: Shared a good website on Sex Trafficking. It is called Rising Hope Foundation.org. St. Cloud is a big
sex trafficking hub. It is even happening in fish shacks in Northern MN.
Paula: Shared that she is running for Pierce County Board. Election is in April.
Sue: Encouraged members to look at the positive promotion website on items available for our April child
abuse prevention displays. Each of the members will ask their local libraries and clinics if they will let us put up
a display for the month of April.
Lindsey: Western WI Health is thinking about possibly having a speaker come talk about sex trafficking.
Bull: Will check with BACA members to see if they want a booth at the SCC Fair which is July 18-22. He will
also see if they need financial assistance for making more brochures. Bill will check to make sure the social
workers can give these brochures to the families they work with. Parents or the guardians have to call BACA
directly.
DATE OF NEXT MEETING Next meeting is Feb. 20th, same place and time. Ben will lead that meeting.
Future meeting dates are March 20th, April 17th, May 15th and June 19th.
Proposed closed session pursuant to Wis. Stat. 19.85(1) (f) to consider and discuss the medical, social, and
personal history of an abused and/or neglected minor child.
Case review.
No closed session needed.
Reconvene into open session Panel may take action under discussion on in closed session and/or report action
taken today in closed session, if any.

A quorum of the St. Croix County Board of Supervisors (County Board) may be present at this
meeting. Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of
obtaining information relating to subjects listed above for use at future County Board meetings.
