St. Croix County Citizen Review Panel

CALL TO ORDER: Sue Lindberg
ROLL CALL Ben, Marla, Sue, Paula, Jill, Lindsey, Stephanie, Sunshine, Bull,
New Member: BACA member Laura Morgan (Phoenix)
Guest presenter: John Bretl: St Croix County Foster Care Coordinator
APPROVAL OF MINUTES
1. March 20th 2018 meeting minutes. Approved as read by Marla. Second Ben.
PUBLIC COMMENT: None
BUSINESS ITEMS
1. State CRP conference call with state Coordinator Jamie Goodrich, and other state CRP coordinators:
Sue gave an update to group on what other state CRP are doing. If you would like to be on a state CRP
advisory panel let Sue know.
2. 12 displays are up in the county for Child Abuse Prevention Month.
3. Budget update: Sue will check into the current budget status and let panel members know.
4. National CRP Conference June 5-7. Two CRP groups from WI are presenting. Sunshine and Phoenix
will attend. Sue will register them.
5. Facebook or website update: Ben. To be discussed at our next meeting.
6. Presentation/update by Social Worker: John Bretl Foster Care Coordinator: St. Croix County is short
about 10 foster homes. 18 months ago we have 30 children in foster care. We now have 70-80 children
in foster care. There is an increased need due to an increases in substance abuse such as Meth and
alcohol issues. Children’s hair samples are tested and coming back positive for drugs. John is forming a
Foster Care Recruitment Committee. John was wondering if anyone from the panel would be interested
in being on this committee? Do we know of someone in our county who would be interested in being
on the committee? We should let Sue know and she will forward this on to John. He currently has 10
families applying to be foster parents. It is a bigger commitment than most people realize.
7. Presentation for schools by Jill Ross from Turningpoint. Jill shared with group her handouts and power
point that she will use for school presentations. She discusses safe touch with the younger students and
will focus on safe relationships with the middle and high school age students. She does outreach and
education with all the schools in St. Croix and Pierce Counties. Some schools have her come, others do
their own education. Title 9 requires it.
8. State Meeting is August 23rd At WI Dells.
REQUEST FOR FUTURE AGENGA ITEMS: Website or Facebook page for our panel. Ben knows
someone who could set this up.
Human trafficking update: Sue and Jamie.
Social Worker case load update.
ANNOUNCEMENTS & CORRESPONDENCE: Paula won the election for Pierce County Board member.
She is unsure if she has the time to stay on the CRP. She would like to continue to attend meetings.
Congratulations Paula.
Sunshine is now the state child liaison for BACA. Congratulations Sunshine. BACA members did a Pinwheel
ride on Monday to many Court Houses and some schools to spread awareness on child abuse.
Marla: They have interviews this week for two new parent educators. We will have to have the meeting
somewhere else next month due to the remodeling and addition to the Family Resource Center office.
Ben: Has a new position with the county. He will be working with John as a Foster Care Coordinator.
Phoenix: Introduced herself and would like to be a panel member. Her parents were foster parents. She would
like to attend the National Conf. with Sunshine.
Jill: will be attending a Darkness to Light training on May 24th.
Sue: Attended a Human trafficking seminar last night in Hudson. Jamie also attended it. They will share more
about this at our next meeting. Someone from that seminar contacted Sue and wanted to know more about our
coalition. Sue mailed her our brochure and next meeting date.
DATE OF NEXT MEETING: May 15th 11:30 am at DJ’s restaurant due to remodeling at the Family Resource
Center. We will order of menu for lunch.
Proposed closed session pursuant to Wis. Stat. 19.85(1) (f) to consider and discuss the medical, social, and
personal history of an abused and/or neglected minor child.
Case review. Did not need to go into closed session.
Reconvene into open session Panel may take action under discussion on in closed session and/or report action
taken today in closed session, if any.
ADJOURN THE MEETING 1:00 pm.
A quorum of the St. Croix County Board of Supervisors (County Board) may be present at this
meeting. Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of
obtaining information relating to subjects listed above for use at future County Board meetings.
