APPROVAL OF MINUTES
1. April meeting minutes were approved as read.
PUBLIC COMMENT None
BUSINESS ITEMS
1. CRP National Conference June 5-7. Sunshine and Phoenix to attend at Mackinac Island MI.
2. Social Worker update: Crystal Faulk newly hired for St. Croix County gave the panel members an
update about what it was like to work as a CPS Social worker in Milwaukee. She worked there for 3
years. Youth are committing crimes at a much younger age (ages 12 to 15). Crack and cocaine are the
drugs used in Milwaukee. Violence (shootings) and domestic violence are increasing. Their case loads
are based on the number of children not the number of families. Due to a lawsuit more social workers
were hired for Milwaukee. Her case load was about 15-20 children. Milwaukee CPS is run by the state.
The caseload for social workers in our county is about 30 children per social worker.
3. SCC Fair booth: BACA members in charge July19-22.
4. Budget update: Bill: Not able to attend meeting. Sue will contact Bill on current budget status and let
panel members know.
5. CRP Facebook or website discussion: Phoenix and Ben will work on starting a Facebook page.
6. Human trafficking update: Sue and Jamie Sue gave an update on Human trafficking meeting put on by
Casting Light coalition in Hudson. They wanted more information about our panel. Sue talked with
them and mailed them our brochures. Humans are trafficked for labor and for sex. More money is made
trafficking humans than selling drugs. 9.8 billion a year is spent in the US buying other people. 83 % are
US citizens. 300,000 children a year are trafficked. Average age to enter into trafficking is ages 12 to 14.
Labor trafficking occurs at message parlors, farms, nannies, maids, restaurants and commercial sex
businesses.t is the fastest growing crime in the world. They target the vulnerable. FBI seized Backpage
website. Craiglist put down personal section. Milwaukee and Bismark North Dakota are trafficking hot
spots. Youth recruited on social media sites, malls and schools. Tips for parents to look for are change of
friends, looking different, change in clothing, older boyfriend or girlfriend, and change in personality.

7. Future expenses. Budget year ends June 30. Sue shared some books with the panel on safe
touch. Panel members will look at possible books to order or more Period of Purple Cs and
items on internet safety for youth and parents.

Facebook page update. National conference update. Items to purchase to promote child abuse
prevention.
ANNOUNCEMENTS & CORRESPONDENCE Marla: Family Resource Center is having an open house

on May 23 3 to 6pm. BACA is having a fund raiser on June 9

kNOw Meth Conference on June 21. Sunshine shared a handout on the impact on the level of fear of
children involved with BACA. Sue received good feedback on our displays and was contacted by a person
interested in joining the panel.

personal history of an abused and/or neglected minor child.
Case review. No closed session needed.
Reconvene into open session Panel may take action under discussion on in closed session and/or report action
taken today in closed session, if any.

A quorum of the St. Croix County Board of Supervisors (County Board) may be present at this
meeting. Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of
obtaining information relating to subjects listed above for use at future County Board meetings.
