St. Croix County Citizen Review Panel
July 17, 2018 11:30 AM

CALL TO ORDER: Sue Lindberg
ROLL CALL Ben, Paula, Sue, Phoenix. Guest speaker: Aubrey McAlear CPS Social Worker.
APPROVAL OF MINUTES
May15, 2018 Meeting minutes were approved as read.
PUBLIC COMMENT: None
BUSINESS ITEMS
1. National CRP Conference Update: Phoenix gave an update to panel members. They suggested that CRP
panels have Bylaws. And should review your county flow chart or procedures for child investigations.
Members of the Child Death review team should be invited to attend panel meetings. The group will
look at other county and state bylaws and flow charts. We will check with past leader to see if our CRP
panel had written bylaws in the past. Ben will check with supervisor to see if there is written flow chart
for child investigation. Aubrey will share what Sawyer County has. Ohio has a good flow chart. Each
state has different CPS laws. Phoenix will outreach to local collages for social worker students to assist
our panel in projects.
2. St. Croix County Fair July 19-22. BACA members in charge of our CRP booth. Phoenix is unsure if
BACA will be able to man this booth next year. It is a big time commitment and they cannot ask for
donations. 5 members need to be there at all times.
3. Case Review CPS social worker: Aubrey Mkalear is a CPS Ongoing Social Worker. Aubrey worked for
Sawyer County for three year. She was a member of the Child Death Review team and the (DEC) Drug
Endangered Children team. She started here in Nov. She gave the group an update on her case load. She
has 13 families involving 23 children. 18 of her 23 children are in out of home placement. Most children
Children in 6 of the 13 families
were placed with a grandparents. 2 with other relatives. Family members are level 1 foster parents.
Back ground checks are done. SW are required to do a home visit once a month. They are in contact
with them a lot more often than that. All 4 judges work with CPS cases. If they are on intake that month
they get the case. There are many court hearings for each case. Ben shared that the CPS supervisors
meet with the judges quarterly.

4. Budget Update. Fiscal year ended June 30. Abuse prevention education supplies ordered. Sue gave an
books, My Body Belongs to
Me. 1500 coloring books on Good Touch, Bad Touch and 1000 magnets on Social Media Safety.
5. State CRP Coordinator position. Jamie Gendrich is no longer the state coordinator. Ben has not heard
anything on who the new state coordinator is and if the state meeting is still going to happen.
6. Facebook update. Phoenix is working on ideas for our facebook page. Add the website links for Ccap
and Sex offender locator. Add suggestions on how parents can keep their children safe. Post our
brochure.

7. State CRP Meeting was planned for August 23. With no state coordinator we are not sure if this
meeting will still happen. Phoenix and Sue would like to attend. Sue will send out information on the

state meeting when she gets it. Tentatively set for Aug. 23 at WI Dells.
8. Start on work plan for 2018-2019. Ran out of time. Will work on this at our Sept Meeting.
REQUEST FOR FUTURE AGENGA ITEMS: Work plan for 2019. Possible goals and suggestions are;
Review and set up bylaws. Do we have some already?
Find out if there is a flow chart/written protocols for investigations.
Invite Child Death review team member to join the panel.
Should we make recommendation that there be judge consistency with child protection cases like the
drug court?
How often should SW present cases to panel?
Could Aubrey join the panel?
ANNOUNCEMENTS & CORRESPONDENCE BACA is presenting to the Human Services Network

meeting on August 1.
Paula shared a Westcap Annual report.
DATE OF NEXT MEETING: We will not meet in August. Next meeting is Sept.18th
Proposed closed session pursuant to Wis. Stat. 19.85(1) (f) to consider and discuss the medical, social, and
personal history of an abused and/or neglected minor child.

meeting. Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of
obtaining information relating to subjects listed above for use at future County Board meetings.
