HomeMy WebLinkAbout10-16-2018 Citizen Review Panel Minutes Meeting Minutes St. Croix County Citizen Review Panel October 16, 2018 11:30 am Family Resource Center, 857 Main Street Baldwin WI CALL TO ORDER Sue Lindberg ROLL CALL Phoenix, Paula, Marla, Sue, Sandy, Emma APPROVAL OF MINUTES th 1. September 18 2018 meeting minutes were approved. PUBLIC COMMENT None BUSINESS ITEMS 1. State meeting update: The state had a federal review of 65 child protection cases. This is a mandate to be done every 3 years. Barron Co. had several cases reviewed. Only 12 people attended the state meeting. The new state coordinator was not there. WI is number one in the nation for staff being trained on Trauma Informed Care and ACES. 2. Budget update : Sue shared current budget. We receive $5,000.00 every 6 months. Jan.-June and July- Dec. In this current budget cycle we have spent $2,563.00. Current budget is $2,437.00 3. By laws for panel: Panel members reviewed our by-laws draft. Suggestions for changes were discussed. CPS supervisor would prefer that a non-county member be the lead because the two coordinators are county CPS staff. Phoenix volunteered to be the new leader starting in January 2019. Phoenix will draft a case review form for the panel to use when reviewing cases. Approval of by-laws to be done at our next meeting. 4. Work Plane for 2019 finalized and approved. a. Recruitment Two new members joined our panel today. Sandy Gorden who works in Early Headstart in New Richmond and Emma Field who has replaced Jill Ross as the Youth Services Coordinator for Turning Point. Welcome to these two new members. We discussed possible other community members to be on the panel. Marla will outreach to these people to see if they are interested. It would be nice to have a counselor from a school be a part of the panel and a foster parent. We would like more citizens to be on the panel. We should invite a Child Death Review team member to join our panel. b. Facebook page: Members should like our Facebook page. Phoenix requested information and ideas to put on our page. There is also a National CRP Facebook page. c. Invite state coordinator to a meeting: We do not know who the new state coordinator is. d. Case reviews: We would like to have case reviews done quarterly by various CPS staff. REQUEST FOR FUTURE AGENGA ITEMS: Approval of by-laws. Review case review draft. Review 2018 CPS data at Jan. meeting. ANNOUNCEMENTS & CORRESPONDENCE: Marla: Period of Purple crying is now in app. form. They are accepting applications for a parent educator. Baldwin-Woodville high school is having a Top Secret Project open house for parents. What to look for in a teens bedroom, signs of using drugs. Phoenix attending a training at Amery high school on trauma in children presented by Jim Marris. It was very good. Emma: Is working on school presentations. There are 47 people on the wait list for staying at Turningpoint. The average length of stay is 90 days. They have 8 rooms. Currently they have 8 adults there and 7 children. Sandy: Headstart now has a 3year old classroom 4 days a weeks for 7 hrs a day. 17 children are enrolled. They are a 4K site and have 20 enrolled. Early Headstart staff has weekly visits with 24 children/parents. Hudson has Early Headstart and has 10 children enrolled. Sue: Director of HHS met with legislators at the Public Health Legislative event to share data and information on the rise in numbers of CPS cases involving parental drug use. Meth.use is the main drug abuse issue in our county. thth DATE OF NEXT MEETING: November 20 and Jan. 15 No meeting in December Proposed closed session pursuant to Wis. Stat. 19.85(1) (f) to consider and discuss the medical, social, and personal history of an abused and/or neglected minor child. Case review. None reviewed. Reconvene into open session Panel may take action under discussion on in closed session and/or report action taken today in closed session, if any. Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of obtaining information relating to subjects listed above for use at future County Board meetings.
