CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI September 24, 2002 Present: Supervisors Art Jensen, Linda Luckey, Veronica Anderson and Jan Zoerb were present. Lois Burn was absent and excused. Staff. Steve Fisher, Mary Jenkins, Deb Zimmermann, Fran Bleskacek, and Pete Kling Others: Doug Zahler, Allen Schlipp, Ed Flanum, Jason Paukner, Jim Rusch, Larry Thompson Chairman Jensen called the meeting to order at 9:00 a.m. Zoerb moved, seconded by Anderson and carried, to adopt the agenda. Date of next meeting: The next meeting is October 8 at 9:00 a.m. at the Government Center in Hudson Approval of minutes: Motion by Jensen, second by Luckey to approve the July 23 August 8 "' and 9th minutes with corrections noted. Motion carried. Minor Subdivisions: See attachment A: Major Subdivisions: See attachment B: A discussion was held on the minor and major subdivision maps. The staff will send out packets of information on these maps to the committee prior to the meeting for them to review. The Orchard Subdivision: Fisher told the committee that there is some outstanding road work that needs to be completed by Sam Miller on this subdivision. Miller has been contacted about this, and has not responded. The county is holding bond money for this work to be completed, and that bond is due at this time. Discussion held. Motion by Jensen, seconded by Zoerb to have the bond released to the county and have the work on this subdivision completed. Motion carried. The committee recessed from 11:50 a.m. to 11:55 a.m. Parks Business 2003 Budget: Joe Grant went over the Park Department's 2003 budget with the committee. He had been asked by the Finance Committee to get some better estimates for the brochures, dump truck, pickup and trailer. Discussion held on the estimates presented. After reviewing, the budget that will be presented to finance will be reduced by $54,500 from the budget previously presented. Discussion held on maintenance building to be constructed at Perch Lake Park. The committee feels very strongly that this building is needed, as there will be many uses for a building of this type. Motion by Luckey, seconded by Zoerb to approve the Park's 2003 budget using the new facts and figures from this meeting. Motion carried on a unanimous vote. The committee recessed for lunch from 12:55 p.m. to 2:05 p.m. Zoning Business Bills, Invoices and Revenue Report: Motion by Jensen, seconded by Anderson and carried to approve August 2002 bills of $14,431.40 and to note revenue of $47,902.11. Violations and Citations: The Committee reviewed the report. Discussion held. Fisher informed the committee that a jury trial has been set for October 4 "' in the Smeester matter. Fisher handed out a copy of the spreadsheet used by Sonnentag for tracking violations. Staff will update the committee next month. Municipal Plats: The following municipal plats were reviewed by the committee: Carr Creels Estates in the NW ' / 4, S 2, T2 8N R16W, Village of Woodville — Motion by Zoerb, seconded by Jensen and carried to certify no objection to the plat. No opinion is expressed concerning adequate sewer service. Rezoning Decisions: None Rezoning Schedule: The committee scheduled the following rezoning requests: Woodruff & Feyereisen, Town of Troy: October 23, 2002 at 7:00 p.m. at the Government Center in Hudson. Railsback, Town of St. Joseph: November 6, 2002 at 7:00 p.m. at the Government Center in Hudson. The committee will view these properties at the end of their meeting on October 8"'. Updating Zoning Fees: Fisher is gathering information on other counties and what their fee schedules are. Finance has asked that the county surveyor look at charging for the hours spent on each separate plat, as some plats take more time than others. The committee suggested looking at rejecting plats that are submitted and are incomplete. Fisher will update the committee again at a future meeting. Town Road Inspections for Troy and St. Joseph: Fisher explained that the Towns of St. Joseph and Troy want to remove themselves from this part of the ordinance. These two towns have hired Cedar Corp to conduct the Town road inspections. The county needs an agreement with the towns releasing the county of any liability on their roads. The attorney for the Town of St. Joseph has drafted an agreement that has been reviewed by the Zoning and Highway Departments. The county would approve an agreement like this. Fisher has spoken with the attorney for the Town of Troy and asked that they draft an agreement similar to the one received from the Town of St. Joseph. Fisher will bring the proposed agreements to the committee next month. Ordinance Timelines: Fisher told the committee that staff is working on updating the non - metallic mining ordinance, as required by the State. Fisher is hopeful that a draft will be ready for the committee to review at their next meeting in October. The staff would like to see this ordinance adopted in January 2003. Fisher added that the staff would continue to work on the re -write of the comprehensive zoning ordinance. Town of Troy Subdivision Ordinance: The zoning and planning staff (Fisher, Denzer and Fodroczi) met with representatives from the Town of Troy to go over the proposed Troy Subdivision Ordinance. Troy has asked for input from the county. Dave Fodroczi is attending a meeting in the Town of Troy tonight to go over their ordinance with them. The county feels that the ordinance is very complicated and would like the committee's support to send a letter to the town with the county's comments. The committee agrees is it important that a letter be sent from the county, and to get the letter to Troy before the public hearing for the Town. The committee also suggested that a representative from the county planning and zoning departments may want to attend the public hearing for Troy. Fisher will copy the committee on the letter that is sent to the Town. 2003 Budgets: It was noted by the committee that the Zoning and Planning budgets were approved by Finance. The Parks budget will be presented, after today's approval by this committee. Financial guarantee is to be automatically renewable unless the county releases the money before this timeframe; 3) No construction, including earth moving, shall take place prior to approval of the financial guarantees; a construction waiver may be granted provided the financial guarantees are approved; 4) The Zoning Office, County Highway Dept. and the Land and Water Conservation Dept. must be notified 3 days prior to construction beginning.
