Submitted by: St. Croix County Zoning Department Date: June 11, 2002 cc: County Board Office News Media/Notice Board County Clerk Committee Members x MINUTES St. Croix County Planning, Zoning and Parks Committee June 19, 2002 St. Croix County Government Center, Hudson, Wisconsin Committee members present: Supervisors Art Jensen, Linda Luckey, Veronica Anderson, Lois Burri, Richard Marzolf, and Jan Zoerb. Staff present: Steve Fisher, Dave Fodroczi, Joe Grant and Deb Zimmennann Others present: Buck Malick Bill Berndt, Phillip Ogburn and Peggy Ogburn Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Luckey, second by Burri and carried to adopt the agenda. The next meeting will be June 25th. Jensen explained that this meeting was set up as an orientation for the new committee members to help them better understand the functions of the Planning, Zoning and Parks Departments. Zoning Department: Steve Fisher gave an update to the committee on the zoning department's duties and handed out information to the committee explaining these duties. He also shared some graphs with them, showing the increase in workload over the past few years, especially pertaining to subdivisions and septics. One of the main objectives for zoning is to complete the re -write of several ordinances including the general ordinance. They have been working with the planning department on this. Fisher added that he would like to renew the septic contract position for next year, as it has been a tremendous help to the department. The committee would like to see some of the violations that are outstanding be completed. A discussion was held on looking at the fee schedule, as well, and possibly raising fees where needed. The fee schedule will be placed on a future agenda. Parks Department: Joe Grant gave an overview of the parks department's duties. The county owns 6 properties, including the Wildwood Trail. The main objective this year is to get the Perch Lake park up and running. Another goal is to update playground equipment at some of the parks. There are currently 4 full -tune employees, and 15 seasonal employees. Grant said that the parks are used a lot in the summer. Jensen added that there is an Outdoor Recreational Plan for St. Croix County that is updated every 5 years. Planning Department: Dave Fodroczi gave a PowerPoint Presentation to the committee on the objectives of the planning department. He stated that the "Quality of Life" is what St. Croix County is all about. The planning department includes real property, recycling and land information, along with planning. He went over the duties of each area. The workload in these departments has increased dramatically, as well, due to the growth in St. Croix County. He has been very pleased with the progress made in GIS (Geographic Information System). adding that many of the maps are now available on the computers. A handout was given to the committee called Development Plan Implementation Guide, and Fodroczi went over this with the committee. The committee briefly went over a study that was done in 1994, and compared to where we are at today. He added that the ordinance re -write is very close to completion. Municipal Plats: The following plats were reviewed by the committee: Red Cedar Canyon Deerwood Meadows in the NE %4, S32, T29N R19W, City of Hudson Motion by Jensen, seconded by Burri and carried to certify no objection after staff contacts the City of Hudson for an explanation as to the reason for all of the easements shown on the map. No opinion is expressed concerning adequate sewer service. Boulder Ridge First Addition (plus revisions) in the SE '/4, S31 and the SW '/4, S32, T28N RI 8W, City of River Falls. Motion by Jensen, second by Zoerb to certify no objection. No opinion is expressed concerning adequate sewer service.
