Staff present: Steve Fisher and Deb Zimmermann Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Luckey, seconded by Burri and carried to adopt the agenda. The next meeting will be July 9 th at 9:00 a.m. Jensen explained the hearing process and opened the hearing. Douglas Rivard: Fisher read the notice into the record. The request is to rezone approximately 87 acres of land from Agriculture to Ag/Residential. Location: A parcel of land located in the SW 1 /4 of the NE' /4 and the NW' /4 of the NE 1 /4, all in Section 4, T31N, R18W, Town of Star Prairie, St. Croix County, Wisconsin. Douglas Rivard, is the owner of the property and lives at 2286 100thStreet,New Richmond, Wisconsin. He explained that he would like to rezone the property for future development. He has had some requests by some of his neighbors to buy some of the property. He would like to be able to sell the property off in parcels larger than the 2 -acre minimum, but cannot do anything until this is rezoned. He said that this 87 -acres is located right next to a large subdivison, and there is a stub road that could be used to connect the two properties. Rivard told the committee that rezoning this parcel will not affect his farm operation, as he still has over 300 acres. This acreage has been used for pasture and part of it is wooded. Dick King, 1214 County Road H, New Richmond, Wisconsin, is a supervisor in Rivard's district. King is in support of the rezoning, reiterating that this property has been used for pasture, is hilly, and is not prime farmland. Kathy Rivard, wife of Doug, stated to the committee that she is in support of the request. Fisher and Rivard went over the map of the property with the committee showing the Rivard property in relation to the existing subdivision to the east. Fisher then went over the GIS map, pointing out the surrounding agriculture and ag /residential properties. He added that some of the land is in an environmental corridor. Fisher then went over the staff report. Discussion held on how Rivard intends to sell off parcels. At the present time, there is no set plan, but will be working with a surveyor on that. Fisher stated that the Town of Star Prairie has recommended approval of the request and has considered State Stat. 91.77 in making their recommendation. There was no opposition to the request Motion by Zoerb, seconded by Jensen and carried to close the hearing. Motion by Luckey, seconded by Zoerb and carried to table this request to a future meeting. The committee would like Rivard to submit a more detailed drawing on his intentions for subdividing the property, and to address access issues. Tower Ordinance /Moratorium Discussion: Buck Malick joined the discussion. The committee discussed the possibility of imposing a moratorium on construction of cell towers in St. Croix County until the new ordinance is in place. It was decided that a moratorium would not be necessary, and the committee will set a date for a public hearing on the tower ordinance amendment. The committee will look at holding the hearing on August 7 Will discuss at a future meeting.
