MINUTES
St. Croix County Planning, Zoning and Parks Committee
July 16, 2002
St. Croix County Agriculture Center, Baldwin, Wisconsin
Committee members present: Supervisors Art Jensen, Linda Luckey, Lois Burri, Veronica Anderson and
Jan Zoerb. Staff present: Steve Fisher, Deb Zimmermann and David Fodroczi
Others: Buck Malick
Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Burri, seconded by
Anderson and carried to adopt the agenda. The next meeting will be July 23 at 9:00 a.m.
Jensen explained the hearing process and opened the hearing.
Mike and Connie VanKeuren: Fisher read the notice into the record. The request is to rezone
approximately 3.5 +/- acres of land from Agriculture to Ag/Residential and 31.9 +/- acres from
Agriculture to Ag -II. Location: A parcel of land located in the SE 1 /4 of the NE t /4, Section 11, T28N,
R17W, Town of Rush River, St. Croix County, Wisconsin.
Mike VanKeuren, is the owner of the property and lives at 472 200 St., Baldwin, Wisconsin. He is
speaking on behalf of himself and his wife. The 3.5 acres of land to be rezoned to Ag/Residential is to
allow he and his wife to build a new home. They have had a soil test done, and the property is suitable
for a mound system. They plan to sell the remaining 31.9 acres. A survey on the property has been
completed.
Fisher went over the staff report, planning report and the GIS map. The request is consistent with the
county plan, and the 3.5 acres cannot be further subdivided, as the minimum lot size in Rush River is 2-
acres. Fisher stated that the Town of Rush River has recommended approval of the request and has
considered State Stat. 91.77 in making their recommendation. There was no opposition to the request
Fisher added that the Ag -II and the Ag/Residential combination are a nice fit for this property, as the
property is surrounded by Agriculture and Ag/Residential properties. Fisher said that the applicant has
been very good to work with, and the staff supports this request.
Chairman Jensen closed the public hearing. Motion by Luckey, second by Burn and carried to table the
request to the July 23` meeting for a decision.
Tower Ordinance: The committee reviewed the draft copy of the tower ordinance. Discussion held.
There were a few minor changes to the ordinance. The committee set the date of August 8` at 7:00 p.m.
at the Government Center in Hudson for the hearing to be held on this tower ordinance. The committee
will also hear the Dorwin rezoning request at that time.
2002 Budget /Personnel Request for Planning: Dave Fodroczi, Planning Director, told the committee
that he has spoken with personnel, and that there have been several new positions requested. The
planning request of a permanent 3 /4 time person for the real property department will be a very minor
impact on the budget. Fodroczi strongly supports this position, and stated that it is very important that
this position have the committee support. Discussion held.
Motion by Jensen, seconded by Burri to recommend this position request be moved on to the Personnel
Committee. A roll call vote was taken, and the motion was carried on a unanimous vote. Fodroczi will
forward the request to personnel.
Motion by Zoerb, seconded by Anderson and carried to adjourn the meeting at 8:25 p.m.
