PLANNING, ZONING AND PARKS COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
December 17, 2002
Present: Supervisors Art Jensen, Veronica Anderson, Jan Zoerb, Linda Luckey and Lois Burri
were present. Staff. Steve Fisher, Mary Jenkins, Deb Zimmermann, Jon Sonnentag, Fran
Bleskacek and Pete Kling
Others: Doug Zahler, Joe Granberg, Jim Rusch, Tom Healy.
Chairman Jensen called the meeting to order at 9:00 a.m. Anderson moved, seconded by Burn
and carried, to adopt the agenda.
Steve informed the committee that this will be the last time Mary Jenkins will meet with this
group, as she will be retiring on January 17 after 20 years of service with St. Croix County.
Mary's replacement will be Jon Sonnentag, and he is present today.
Date of next meeting: The next meeting is a rezoning hearing on January 8, 2003 at 7:00 p.m.
at the Government Center in Hudson
Approval of minutes: No minutes to approve.

Extension of preliminargpproval for Pond View Meadows — Richmond: Jenkins explained that
the developer of Pond View Meadows has asked that the preliminary plat approval be extended
for six months to allow them to submit the final plat for approval. Motion by Burn, seconded by
Anderson and carried to grant a six -month extension.
Plats having 20% Slopes:
Polen concept, Town of Hudson: Fisher presented this concept to the committee, stating that
there have been 20% slopes identified on this map, so he is asking the committee for their
review.
Jim Rusch presented the concept map for the Polen property. He went over the map in detail
with the committee, pointing out the areas where there are 20% slopes, where the roads would be
located and how 20% slopes would be mitigated. They will also be working under a DNR
Chapter 30 permit, which entails a very thorough review. A lengthy discussion was held on what
the impact would be to this development if disturbance of 20% slopes is only allowed for roads.
Rusch stated that this would cause him to lose several lots. The committee would like to see a
revised plan showing minimal disturbance on the 20% slopes.
Motion by Zoerb, seconded by Anderson to not approve the plan as presented, and the developer
is to revise the plat showing minimal disturbance of the 20% slopes for roads, and that 20%
slopes not be disturbed for driveways and building pads. Motion carried with Jensen voting in
opposition.
The committee will view this property on January 2, 2003 at 1:00 p.m. Rusch will attempt to get
something to the committee before that time.
Wildwood Trail: No discussion today. This will be placed on the agenda for January 14
The committee recessed from 11:20 a.m. to 11:40 a.m.
Bills, Invoices and Revenue Report: Motion by Zoerb, seconded by Burri and carried to
approve November 2002 bills of $100,442.15 and to note revenue of $65,736.00.
Violations and Citations: The Committee reviewed the report with Jon Sonnentag, Code
Enforcement Officer. Discussion held. The committee asked Sonnentag to mark changes to the
violation list, so that it is more clear where action has been taken.
Municipal Plats: The following municipal plats were reviewed by the committee:
The Lighthouse at Hudson Pier in the NE %4 & NW '/4, 533, T29N R19W, City of Hudson
Motion by Zoerb, seconded by Burn and carried to certify that they have no objections. No
opinion is expressed concerning adequate sewer service. It was noted that there is an error in the
legal description located at the top of the plat. The Section should be 33, not 32 as indicated.
Staff will notify plat review of this error.
Rezoning Schedule: The committee scheduled the following rezoning requests:
Quam (Town of Baldwin) and Feyereisen (Town of Troy) scheduled for January 22 at 7:00
p.m. at the Government Center in Hudson. If room is not available, will move to Ag Center in
Baldwin.
The committee will view these properties at the end of their meeting on January 14
Non - Metallic Mining Ordinance: Corporation Counsel Timmerman is still reviewing this
ordinance. Zoning is notifying the State of where this is at and that the January 1, 2003 deadline
may not be met. Fisher will keep the committee updated.
Park Fund Policy: Fisher handed out a memo to the committee on this policy, outlining what is
acceptable for park money distribution. Discussion held. The ordinance is quite specific on how
this money is to be allocated. Motion by Burn, seconded by Zoerb and carried to adopt the
written policy and the revised form for Request for Park Development Funds.
The Town of Hudson request was reviewed by the committee. Staff does not believe this request
complies with the standards set forth in the ordinance. Discussion held. Motion by Zoerb,
seconded by Jensen and carried to deny the escrow money request, as it does not meet the
requirements of the ordinance.
Zoning Positions: Fisher informed the committee that Pam Quinn is now a full time employee
with the county and will be continuing her job as septic inspector. Jon Sonnentag's position, as
Code Enforcement Officer, will be advertised and interviews will be held in the near future.
Luckey and Zoerb will be present for the interviews.
Adjournment: Chairman Jensen declared the meeting adjourned at 12:25 p.m.

Location: NW 1 /4-SE 1 /4, Section 3, Town of Baldwin, 1 lot totaling 13.402 acres,
original parcel 113.2 acres
Staff Recommendation: Conditional approval: 1) The conservation easement must be
recorded and the recording information placed on the map.
Committee action: Motion by Zoerb, seconded by Luckey to table for the following
reasons: 1) Submit a copy of the wetland delineation for staff review; 2) Submit a copy
of the conservation easement for staff review; 3) Show 75' setback from the Ordinary
High Water Mark (OHWM) on the map; 4) Place a note on the map stating that no
improvements may be constructed outside of the net buildable project area; 5) Staff will
verify conditions of rezoning. Motion carried.
3. Owner: Guy and Frances Heinbuch
Location: NE 1 /4 - NE 1 /4, Section 32, Town of Forest, 1 lot totaling 11.898 acres,
original parcel 80 acres.
Staff Recommendation: Approval
Committee action: Motion by Anderson, seconded by Burri to approve with the
following condition: 1) A 100' building setback from the access easement is to be
shown. Motion carried.
4. Owner: Fred Lenertz — Map A
Location: NW 1 /4- NW 1 /4 , Section 5, Town of Kinnickinnic. 4 lots totaling 9.73 acres,
original parcel 78 +/- acres
Staff Recommendation: Conditional approval: The access easement must be recorded
and the recording information placed on the map; 2) The joint access service Lot 1 and 2
and Lot 3 and Lot 4 must be constructed to county standards to the point where it divides
for the separate lots.
Committee action: Motion by Luckey, seconded by Jensen, to approve with conditions
recommended by staff, carried.

9.99 acres, original parcel 79 +/- acres.
Staff Recommendation: Conditional approval: 1) The joint access service Lot 1 & 2

recommended by staff, carried.
