CROIX COUNTY GOVERNMENT CENTER, HUDSON WI AUGUST 14, 2002 Present: Chair Art Jensen, Supervisors Linda Luckey, Jan Zoerb, Veronica Anderson, Lois Burri, Ron Raymond, Leon Berenschot and Chris Bethke. Staff: Dave Fodroczi, Ellen Denzer, Brett Budrow, Steve Fisher, Bob Heise, Merwyn Niebacher and Judy Kahler. Guests: County Board Chair Clarence Malick, Charles Garbe and Lloyd Dahlke. Absent: Jim Cody, excused. Chair Jensen called the meeting to order at 7:00 p.m. Motion to adopt the agenda made by Berenschot, 2 nd by Raymond and carried. LAND EVALUATION SITE ASSESSMENT (LESA) PRESENTATION Bob Heise presented a Power Point Presentation to help us understand the LESA Program. The Land Evaluation and Site Assessment system is a point -based approach that is generally used for rating the relative value of agricultural land resources. Defining and measuring two separate sets of factors create a given LESA model. Land Evaluation includes factors that measure the inherent soil -based qualities of land as they relate to agricultural suitability. Site Assessment includes factors that are intended to measure social, economic, and geographic attributes that also contribute to the overall value of agricultural land. The dual rating is common to all LESA models. The higher the points the more suitable a parcel is for long term agricultural use. The Committee took a break at 7:35 p.m. to review the maps. Resumed at 7:45 p.m. A LESA score will be evaluated by contiguous ownership. Questions were allowed during the presentation. A recommended draft was presented to all in attendance. Heise recommended we use the recommended draft for a sixmonth trial primarily for rezoning decisions, site planning and to help guide development. Discussion. Motion by Jensen, 2 nd by Anderson for County staff to utilize and provide to the Planning, Zoning and Parks Committee, on a six -month trial basis, the LESA System when evaluating rezoning applications, as part of site planning and to guide development decisions. The LESA System will be reevaluated at the end of the trial period for changes and permanent adoption and carried. Motion by Raymond, 2 nd by Berenschot for County staff to utilize and provide to Land and Water Conservation Committee on a six -month trial basis the LESA System when evaluating rezonings applications, as part of site planning and to guide development 1 decisions. The LESA System will be reevaluated at the end of the trial period for changes and permanent adoption and carried. Chair Jensen thanked the members of the workgroup for the work that was done to get this program up and running. PARKS REORGANIZATION Committees discussed reorganization of the Parks Department. Luckey presented a Memorandum of Understanding between Planning, Zoning and Parks and the Land and Water Conservation committees that describes a working relationship between the two committees and how they plan to function with a department head reporting to both committees on separate department functions. Supervisor Zoerb offered to be the liaison member representing the PZP Committee. Motion by Raymond, 2 nd by Berenschot, to approve the Memorandum of Understanding as drafted to be used by the Land and Water Conservation Committee. Carried. Motion by Burn, 2 nd by Zoerb, to approve the Memorandum of Understanding as drafted to be used by the Planning, Zoning and Parks Committee. Carried. Motion by Raymond, 2 nd by Berenschot that in order to improve performance in the Parks Department and to streamline County government, the Land and Water Conservation Committee moved as followed: 1. Bob Heise is directed to prepare a new job description for himself as County Conservationist / Head of Park's Department (exact title to be determined) and one for Joe Grant. Heise's job description is to be brought first to PZP (and LWCC) for approval. Grant's is to be brought to PZP for approval. If the job descriptions are approved, he is to take them to the Personnel Committee for review of the adequacy of the job descriptions, and to the Finance Committee for a review of the fiscal impact. 2. After assuming his new duties as head of the Park's Department, Heise is directed to begin a thorough study of the Park organization and operation. He is to look for any improvement that could be gained through changes in staffing, operations, office location, updating job descriptions, etc. and prepare a report to the PZP Committee. Carried. Motion by Burri, seconded by Zoerb that in order to improve performance in the Parks Department and to streamline County government, the Planning, Zoning and Parks Committee moves as follows: 2 1. He is to look for any improvement that could be gained through changes in staffing, operations, office location, updating job descriptions, etc., and prepare a report to the PZAP Committee Carried MEMO OF UNDERSTANDING BETWEEN PZAP AND LWCC RE THE PERSON WHO PERFORMS THE ROLE OF COUNTY CONSERVATIONIST/PARKS ADMINISTRATOR The Land and Water Conservation Committee and the Planning, Zoning and Parks Committee agree to the following rules to govern the sharing of this department head between the two committees: 1. If both Committees feel that the department head is not adequately performing his /her job duties, appropriate personnel action will be taken. 2. If only one committee feels that their department is not being handled properly, they have the right to relieve the department head of their department's job duties and find someone new. The other Committee can keep the person for their department. 3. Two separate performance appraisals will be done. LWCC will evaluate the performance of land conservation duties, and PZAP will evaluate the performance of park job duties. 4. Both departments are equal in priority and the department head will do his/her best to balance the needs of the two on a daily basis. It is understood that, at times, more attention will have to be given to one than the other. Obviously, support staff are in place in both and work can be delegated within each department. 5. Initially, all of the department head's salary will be placed in the LWC budget and none will be placed in the Park's budget. This will be adjusted in 2004 as more experience is gained in how much of the department head's time is needed in each area. 6. The Chair of LWCC and the Chair of PZAP will each appoint up to two of their committee members to jointly work on any problems, issues, differences, etc. that 3 may arise. The Committees may revise this memo of understanding as the need arises.
