AMENDMENTS TO ST. CROIX COUNTY CODE OF ORDINANCES
LAND USE AND DEVELOPMENT CHAPTER 17 ZONING

The St. Croix County Board of Supervisors does ordain as follows:
WHEREAS, the St. Croix County Board of Adjustment has reviewed and acted upon a number
of special exception permit applications for kennels and has found that the current regulations in
the Zoning Ordinance include a setback requirement that is impractical for applicants to meet;
and
WHEREAS, the St. Croix County Board of Adjustment has also found that the current setback
requirement could be reduced if other operational standards were included in the kennel
regulations in the Zoning Ordinance; and
WHEREAS, The St. Croix County Board of Adjustment recommended that the Community
Development Committee consider amending the kennel regulations in the Zoning Ordinance to
address these issues; and
WHEREAS, The Community Development Committee and staff have researched and evaluated
the kennel provisions in several current county zoning ordinances from throughout Wisconsin
and other states.
THEREFORE, Chapter 17 Zoning, of the St. Croix County Code of Ordinances is hereby
amended as shown below, effective October 12, 2011:

adult dogs or cats, six months of aae or older, are bred; and -raised for sale.

17.12 GENERAL PROVISIONS
(15) The following minimum standards are applicable to Commercial kKennels:
(a) Kennels are prohibited in major subdivisions.
(b) Kemiel structures shall be set back at least 4-58 300 feet from all property
lines.

(d) Kennel structures housing animals shall provide
soundproofmg so that animal noise cannot be heard beyond
owner's lot lines.
(e) Kennel structures shall be located at least 50 feet from any potable water
supply well.
(f) All animals shall be housed indoors from 9:00 p.m to 6:00 a.m.
(g) There shall be no more than two adult dogs or cats six months of ate or
older, in any single enclosure unit.
~h) Parking areas, outside pens and runs, and kennel structures shall be
screened by landscapes or other suitable means when visible from
adjoining properties.
(i) Management of animal waste must be such that odors are not perceptible
at lot lines.
(j) Bark suppression devices or bark collars shall be used on all adult dogs
six months of age or older, while outside.
(k) No more than two adult dogs, six months of age or older, are allowed
outside at any one time.
