Health and Human Services Board Minutes

Call to Order
Health and Human Services (HHS) Board Chair Greg Tellijohn called the January 15, 2025, meeting of the HHS Board to
order at approximately 5:00 PM.
Roll Call
PRESENT: Mike Barcalow, Kathleen Findlay, Cathy Leaf, Deb Lindemann, Julie Smith, Greg Tellijohn,
ABSENT: Shawn Anderson, Lisa Lind, Dave Ostness,
Others in Attendance: Health and Human Services (HHS) Director Bob Rohret, County Administrator Ken Witt, Public
Information Officer Adam Kastonek, Fiscal Manager Fay Strenke, ADRC Administrator Kristin Newton, Health Care
Campus Administrator Sandy Hackenmueller
Approval of Minutes
Health and Human Services Board Chair Greg Tellijohn asked the Board after reviewing the minutes from the December
18,2024 HHS Board meeting if any editing was needed. With nothing noted, the minutes were accepted as submitted.
1. Minutes of Previous Meeting - December 18, 2024
Public Comment
Health and Human Services Board Chair Greg Tellijohn opened the meeting for Public Comment for items on or off the
agenda. No Public Comment tonight.
Business
1. Financial Report for December 2024
Fiscal Manager Fay Strenke reviewed the HHS monthly financials with the Board. Strenke informed that in tonight's
packet are the financials for the month of December 2024. Strenke pointed out that some cost settlement funds were
put in the incorrect budget line making things look off, but a journal entry will be made to correct this. She reminded
that additional revenue would come in and payroll will be posted back to 2024, so these Dec. numbers aren't final. In
Children's Services the purchased services line continues over budget and will be using the fund balance to cover that.
At the Health Care Campus (HCC) revenues appear the same as last month, as this report was run before their revenue
for Dec. was posted. Some additional revenue will be posted and not all depreciation has been posted, but the HCC
continues to do well. At the Kitty Rhoades facility, the Dementia Crisis Stabilization Unit (DCSU), is showing the
purchases being made in preparation to open, but once received, the grant funds will cover these expenses.
2. Dementia Crisis Stabilization Unit (DCSU) Updates
HHS Director Bob Rohret and Health Care Campus Administrator Sandy Hackenmueller provided an update on progress
made and plans in the works for opening the Kitty Rhoades Memorial Center as a 28- day Dementia Crisis Stabilization
Unit (DCSU).
Hackenmueller shared that they are working to fill 3 full-time positions, but the unit is well set up and ready to open
once these positions are filled. They have no current resident referrals but have gotten MOUs in place with area
counties so they can make referrals as well. Once positions are filled, they are prepared to take residents.

3. Health and Human Services Program Review- Aging and Disability Resource Center
Aging and Disability Resource Center (ADRC) Administrator Kristin Newton reviewed a power point with the HHS Board
to inform them of the work and programing that the ADRC provides. Some key points she shared were around the
demographic shift and seeing the increase in St. Croix County residents over the age of 60, and the challenges they are
seeing with this shift. Newton also informed of the new positions they were allowed in the 2025 budget and their plans
in utilizing these positions based on the trends they are seeing in their work. Newton thanked the Board for their time
and support of the ADRC.
Some questions asked and discussion was had, with several board members acknowledging the good work and
important services that the ADRC staff does in caring for the aging population.
Rohret shared that Newton does a great job in finding new and innovative ways of managing the ADRC,and appreciates
all that she and her staff do.
Request for Future Agenda Items
HHS Chair Tellijohn asked the Board for any future agenda items. Nothing was brought forward tonight, but if
something comes up, Board members are encouraged to contact Chair Tellijohn or HHS Director Rohret.
Announcements
HHS Chair Tellijohn asked the Board if there were any announcements tonight.
*HHS Director Rohret informed that a couple divisions within HHS are testing out a translation device that allows for a
two-way conversation with limited English consumers. There are some grant funds that will cover the cost of this
device.
*Children Services (CS) was awarded a grant to develop a family treatment court model in St. Croix County. We just
received this award and are still waiting for the contract from state. Once we have that, more information will be
shared. CS Supervisor Jessica Dodge did a nice job on applying for this.
*Several St. Croix County staff are currently in New Orleans for a 3-day training regarding the Abuse in Later life grant
that we received.
*ReforMedince onsite clinics will be at the SCCSC in New Richmond on Tuesday's beginning on Feb. 4th.
* The vending machine for harm reduction items has been received. It has been placed in the vestibule right inside the
front doors at SCCSC in New Richmond. We are still working with IT to get connected to Wi-Fi, and then trained on how
to fill it and use it. We have lots of items ready to be dispensed for free.
