The Pledge of Allegiance was recited. Meeting called to order by Chair Standafer at 9:00 a.m. ROLL CALL: 16 Present; absent and excused: Suprs. Sather, Shearer; one vacancy - District 8 COUNTY ADMINISTRATOR'S REPORT: County Administrator Patrick Thompson acknowledged the presence of Assistant Corporation Counsels Don Gillen and Heather Wolske who will provide assistance at today's County Board session. Thompson indicated he is in the process of reviewing the Corporation Counsel vacancy, will analyze staffing needs, and will formulate a recommendation to bring back to the County Board. Thompson highlighted the GASB resolution and the appointment of Pete Kling as interim director of the Planning and Zoning Department for consideration today. Thompson stated he attended the public hearing on the Recycling and Farmland Preservation ordinances and asked Planning and Zoning staff to prepare a written summary on comments made at the hearing. He will review the comments and compare existing ordinances with the amendments being proposed and what is required by Wisconsin State Statutes. Thompson stated 2011 County finances are in good shape and noted the 2012 budget has a reduction in expenditures. Thompson indicated on December 19 there will be a Christmas Holiday Potluck at the Government Center and all County Board Supervisors are invited to attend. REVIEW OF AGENDA — Chair Standafer reviewed the agenda. CONSENT AGENDA: Motion by Supr. Schrank, 2nd by Supr. B. Hurtgen to adopt the consent agenda approving the November 1, 2011 County Board minutes and setting the next meeting for January 3, 2012. Carried unanimously. APPOINTMENTS: Steve Anderson to Indianhead Federated Library System Board of Trustees — 3 -year term requires County Board approval), Motion to approve by Supr. Schrank, 2nd by Rebholz. Carried unanimously. Pete Kling to the position of Interim Director of Planning and Zoning Department. This is a County Administrator appointment which requires County Board confirmation pursuant to Wisconsin Statutes §59.18(2)(b). Motion to approve by Supr. Norton - Bauman, 2nd by Supr. Marzolf. Carried unanimously. Kling thanked County Board members for their support. Applause. PRESENTATION: Luke Bekemeyer, River Crest Elementary School, Hudson — Land and Water Conservation Speech. Land and Water Conservation staff member Aleisha Miller introduced Luke Bekemeyer a fifth grade student from River Crest Elementary School. Bekemeyer presented his award winning speech on erosion. Applause. OLD AND NEW BUSINESS 1. Video Presentation: 2011 Wisconsin Counties Association Annual Report 2. Resolution #82(2011) Adopting Provisions of Governmental Accounting Standards Board (GASB) Statement No. 54 Fund Balance Reporting and Governmental Fund Type Definitions - Motion by Supr. Malick, 2nd by Supr. Norton - Bauman to approve. Carried unanimously. 3. Resolution #83(2011) Designating the St. Croix County Transportation Committee to Hear Appeals of Highway Department Decisions Made Pursuant to Wisconsin Statutes §86.07 — Motion by December 6, 2011 Page 2 of 2 Supr. Rebholz, 2nd by Supr. Sicard to approve. Supr. Malick explained based on his experience on the Board of Adjustment, he is delighted the Transportation Committee will be handling such matters. Supr. Hermsen expressed concerns about following the Planning and Zoning process and indicated this should be an ordinance rather than a resolution. Supr. Malick responded the Highway Department doesn't deal with the number of driveways but rather the location of the driveway in which Highway Commissioner and staff have expertise. Highway Commissioner Tim Ramberg indicated Wisconsin Statute §86.07 has given the authority to the Highway Department to make these decisions and this resolution clarifies the process for challenges. Ramberg confirmed the Highway Department teams up with the Planning and Zoning Department on numerous issues. Supr. Hermsen asked what the resolution fixes that isn't already in place. Supr. Malick explained the current procedures are silent and this resolution provides definitions and direction of questions of technical nature to proper committee. Carried: Yes — 15; No — 1 (Supr. Hermsen voted no). Committee and Department Reports: Written reports were submitted by the Sheriff's Department, Child Support Agency, Medical Examiner, District Attorney, Victim Witness and Emergency Support Services. Chair Standafer asked if there were any questions on the reports. Supr. Hermsen asked if crime is down, why are numbers up in the Victim Witness Department. District Attorney Eric Johnson explained domestic abuse is up which is a primary area handled in the Victim Witness Department. Johnson stated numbers are down in the District Attorney's office because bad check cases are contracted out which amount to 400 to 500 cases per year and many matters go through the diversion program. County Clerk's Report of Correspondence and Rezoning Requests: County Clerk Campbell had no correspondence or rezoning requests.
