Esther Wentz was excused. STAFF AND OTHERS PRESENT: Sheriff Dennis Hillstead, Patrol Captain Robert Klanderman, Jail Captain Karen Humphrey, Chief Deputy Ron Volkert, Adm. Assistant Mary Martell, Medical Examiner Marty Shanklin, Administive Coordinator Chuck Whiting and Renee Carufel. Meeting called to order at 8:30 a.m. Motion by Gunderson /Rose to adopt the agenda. Carried. Date of the next meeting will be March 8 th at 8:30 am. Deadline for agenda items will be February 21 St ' Motion to approve the minutes of Jan. 9 th by Rose /Gunderson. Carried. MEDICAL EXAMINER'S REPORT: Shanklin reported there were 27 deaths in the county during the month of January. Motion by Rose /Speer to approve the bills of $3788.65 for the medical examiner. Shanklin gave his three -month notice of termination. CHILD SUPPORT Chair Speer read a letter from Child Support Administrator Katy Kapaun that she received regarding the State budget reform bill. The Governor is looking for ways to make significant cuts in County budgets. According to the "Budget Reform Bill Summary" Child Support is listed as an exempt program, included along with other listed programs that protect vulnerable citizens and leverage a significant amount of federal funds. DISTRICT ATTORNEY'S REPORT The committee questioned the voucher for $4000 for Bayport Printing for the 2002 Stop Drugs calendar. Johnson explained we do have revenue coming in to pay for this and that should have been included on the report. Motion by Rose /Mehls to accept the bills of $5008.39. Carried. The committee requested a quarterly report as to revenues and expenses. He also informed the committee his office is very short handed right now due to health problems with the staff. VISIONS Rose expressed his concern as to what is happening with this software program. He asked the Sheriff's Department to try and keep track of how much time they are spending trying to fix the problems. He would like to see a percentage of time spent and put a value on this to see how much we are actually spending on Visions. Hillstead explained the Humane Officer Ordinance and how this would affect the county. The consensus would be to have the Public Protection committee be the abatement committee. If the Humane Officer issued a violation, the person would have an opportunity to appear before this committee for a hearing. Motion by Rose /Mehls the Public Protection committee agrees to be the hearing arbitrator for any violations of the Humane Officer Ordinance. Carried. Motion by Mehls /Rose to change the Drug Paraphernalia Ordinance to read and be amended as follows: under section 3: Any person who violates this ordinance may be fined not more than $500 and in default of the payment of the fine, imprisoned in the St. Croix County Jail for not more than 30 days. Carried. SHERIFF'S REPORT Drug investigations are taking up a lot of the department's time. They issued 3000 citations in 1999 and 6000 in 2001. Hillstead reported if the Governor makes more cuts in the State budget, it would be very hard to make any cuts in his department. He was in Madison to meet with the Governor and informed him on how difficult any cuts would be. Discussion on electronic monitoring. Hillstead reported he had a representative come and explain how this works. The cost would be about $3.60 per day, unless the inmate has a "no alcohol" restriction. In such a case, then it would cost more to rent a machine to check this. Discussion of Huber fees. The Committree reviewed the ordinance establishing new maintenance and boarding charges to Huber law prisoners. The charge would be $19 per day with a $25 set -up charge for electronic monitoring. CHIEF DEPUTY'S REPORT: Volkert reported we interviewed nine persons for four new jailer positions. PATROL CAPTAIN'S REPORT: Klanderman reported on the radio contracts. We have decided to stay with Rassbach Communications as our supplier as he will give us better service. He also reported we have a seat belt grant for $5500. We are going to get special training on illegal immigrants as they have increased in this area. The new squad cars are here and now have to be equipped. BILLS & VOUCHERS Reviewed. Motion by Rose /Gunderson to accept the 2002 Jail bills of $30,092.91. Carried. Motion by Rose / Mehls to approve the 2001 Jail bills of $32,011.56. Carried. Motion by Mehls /Speer to approve the Sheriff's 2002 for $209,110.34. Carried. Motion by Rose /Gunderson to accept Sheriff's 2001 bills for $10,313.78. Carried. The revenues for the month of January were $78,600.45 of which 96% went into the general fund or specialized accounts ($74,714.42). JAIL CAPTAIN'S REPORT: Humphrey reported the Jailers have not had defibrillator training as of yet. She requested $1453 for a new computer and land jack in central control. The Sheriff's Department will use their old computer. Motion by Rose /Speer to buy a new computer out of Jail Assessment fund. Carried. Motion by Gunderson / Mehls to purchase a new car radio from the Confiscated Drug Fund for $2377. Carried. TRAFFIC TICKET COLLECTION Supervisor Mehls explained the amounts of traffic, criminal, and restitution fees that have not been paid to the county. He told what had to be done in order to collect these fees. First you publish names of delinquent people, then try to phone them, and lastly go out and pick up the offenders. Suggestion was made to put an ad in the paper giving offenders a chance to pay their fine before the actual list be published. No decision was made at this time. Mehls will meet with Eau Claire County to see how this is working in their county. He will follow up on this at the next meeting. Whiting explained how the elimination of State Shared Revenue will affect the county. Motion by Speer / Mehls to go into closed session. Carried. Motion by Rose / Mehls to come out of closed session at 12:40 p.m. Motion by Rose / Mehls to approve the settlement reached by the Personnel Director and Sheriff Hillstead. Roll call vote -all yes.
