MEMBERS PRESENT: Julie Speer, Charles Mehls, Denise Gunderson and
Dan Raebel. Mary Louise Olson was excused.
STAFF AND OTHERS PRESENT: Sheriff Dennis Hillstead. Chief Deputy
Ron Volkert, Patrol Captain Bob Klanderman, Child Support
Administrator Katy Kapaun, and Renee Carufel.
Meeting called to order at 8:30 a.m. Motion by Gunderson / Mehls
to adopt the agenda. Carried. Date of the next meeting will be
Oct. 8 Meeting in Nov. will be on the 7th

CHILD SUPPORT REPORT Kapaun reported there are only 24 cases
left to be converted from percentages to a set fee for child
support. Everything else seems to be going fine in her
department.
TRAFFIC TICKETS Mehls presented a report of the fines collected
with credit cards by patrol officers in the month of August.
There was some down time with the credit card company and a
possible problem as violators objected to the ten - dollar
surcharge. Discussion was held on how to increase the fine to do
away with the surcharge. Hillstead stated we will not see how
this is working as a true picture for at least a year. We can
then see if the unpaid fines are decreasing. Motion by
Mehls /Gunderson to absorb the processing fee from GPS as opposed
as to adding this to the credit card fee. Carried.
LARGE ASSEMBLY ORDINANCE: Raebel reported on the zoning
ordinance that would control a large crowd. He explained that
zoning and public health should be involved with this. This
ordinance should be a public safety issue rather than a
controlling issue.
VISIONS Still waiting to see how LaCrosse is doing with the
beta site. Nothing new to report. Our Sheriff's Department has
become accustomed to the way Visions is now running. We still
need to get the UCR's in with the computer instead of putting
them in by hand. If the new web browser works, it will enhance
this program. Whatever changes are made will not correct the
financial reports we need in the Jail.
Administrative Assistant Martell was on vacation so the bills
will have to wait until next month. Hillstead reported on the
changes in the budget.
The Oz Fest went well, we ended up with about 58 arrests. No
sexual assaults reported from the campgrounds. Hillstead
explained how the security procedures are going.
Tom Belongia will have a retirement party on Sept. 12 There
are three open positions in the Jail at this time. Hillstead
changed the shift structure of the patrol officers, which should
cut down on overtime. This should keep five people on patrol at
all times. He has cut back on training until the end of the year
to curtail overtime.
CHIEF PATROL OFFICER'S REPORT: Klanderman reported the County has
had the 15" fatality last month, this is ahead of last year's
number.
POLICY ON WORKWEEK, CALL -IN PAY, OVERTIME FOR CORRECTION AND
SECURITY OFFICERS: Hillstead has not talked to the Union about
this as of yet and no action was taken.
JAIL Hillstead reported there are six people out on electronic
monitoring. He is opposed to electronic monitoring and explained
why. The average daily population for August was 113. Motion by
Raebel / Mehls to purchase a new copier for the Jail for $2195 from
the Jail assessment fund. Carried.
Motion to go into closed session by Mehls /Gunderson per WI
Statute 19.85 (1) (b) for discussion of employees. Carried.
Motion to come out of closed session by Mehls /Gunderson at 10:40
a.m. Carried.
MASS FATALITIES: No Medical Examiner's report at this meeting.
Discussion was held on the possibility of mass fatalities. We
must have a protocol for this.
Raebel said the bills have to be at the meetings to get approval.
Motion to adjourn by Raebel /Gunderson at 11:00 a.m. Carried.
