August 23, 2002
MEMBERS PRESENT: Julie Speer, Charles Mehls, Denise Gunderson,
Dan Raebel and Mary Louise Olson.
STAFF AND OTHERS PRESENT: Sheriff Dennis Hillstead, Chief Deputy
Ron Volkert, Jail Captain Karen Humphrey, Child Support
Administrator Katy Kapaun, District Attorney Eric Johnson, Victim
Witness Coordinator Ann Gustafson, DA Office Manager Jane
Esbensen Moore and Renee Carufel.
Meeting called to order at 8:30 a.m. by Vice Chair Mehls as Chair
Speer had to attend another meeting. Motion by Gunderson /Olson
to adopt the agenda. Carried.
CHILD SUPPORT Kapaun explained that the Child Support budget is
mostly State funded. $516,440 is the State aid expected for
2003. There were some decreases to the operations part of her
budget. There is no new equipment needed. She explained every
line item of the budget. Olson commended Kapaun's attitude on
cost savings. Speer returned to the meeting at 9:00 a.m. Motion
by Gunderson /Olsen to approve the budget as presented for
$535,754. Carried.
MEDICAL EXAMINER Lizell's budget as presented does not reflect a
3% wage increase. Mehls would recommend we increase the
cremation fees to $12,800. Motion by Speer /Gunderson to approve
the budget of $123,319,with an increase in cremations from
$11,600 to $12,800 and an additional 1% for wages only.
DISTRICT ATTORNEY Johnson explained why the Victim Witness
budget was submitted late. There are State employees and County
employees in the District Attorney's office. Johnson explained
how we have mutual aid with other DA offices to work on cases
which is a large saving in costs. One large increase is due to
new desks. He also explained other increases. Concerning the
hiring of experts, we are adding a line item of $10,000 for this
expense. This was paid from the Clerk of Courts budget in the
past but should really be in the District Attorney's budget as
they are the ones creating the expense. Motion by
Mehls /Gunderson to approve the budget of $408,877 with the wages
set at 2% instead of 3 %. This will be adjusted later. Carried.
VICTIM WITNESS This budget is reimbursed at 65% from the State.
Gustafson explained the increases in her budget and the grants
available. Motion by Gunderson / Mehls to approve the budget that
was presented with a 2% increase in wages. This will be adjusted
later. Carried.
SHERIFF The largest issue with the Sheriff's budget is the
overtime line item. They need to increase the overtime by 20
hours per officer, presently we are budgeting for 165 hours. If
we add the three new officers and change the schedule, we should
be able to decrease the overtime budget. Discussion was held
regarding the cost of the new patrol officers.
JAIL Discussion: should we hire two part time nurses for the
Jail or retain Public Health nursing services. No decision was
made at this time. We will budget for a Huber officer in 2003.
Motion by Gunderson /Speer to accept the Jail budget with the
Medical Services to change to $154,612 and with the wage
increases to go to 3% instead of 2 %. Carried.
JOB DESCRIPTIONS: Humphrey distributed the job descriptions for
the financial assistant position and committee reviewed it.
Speer moved to accept the job description for the financial
assistant in the Sheriff's Department. Olson seconded the motion.
Carried. Motion to accept the job description for the law
enforcement clerks by Speer /Gunderson. Carried.
SHERIFF'S BUDGET Hillstead reported he tried to keep operating
costs the same as last year. Sheriff explained the different
changes in the Sheriff's Department budget. Motion by
Gunderson /Olson to approve the Sheriff's Department budget as
presented. Carried.
Motion by Gunderson /Olson to adjourn at 12:00 p.m.
