August 7, 2002
MEMBERS PRESENT: Julie Speer, Charles Mehls, Denise Gunderson,
Dan Raebel and Mary Louise Olson.
STAFF AND OTHERS PRESENT: Sheriff Dennis Hillstead, Chief Deputy
Ron Volkert, Patrol Captain Bob Klanderman, Jail Captain Karen
Humphrey, Adm. Assistant Mary Martell, Child Support
Administrator Katy Kapaun, District Attorney's Office Manager
Jane Esbensen Moore, Medical Examiner Cynthia Litzell, and Renee
Carufel.
Meeting called to order at 8:30 a.m. Motion by Olson / Raebel
to adopt the agenda. Carried. Date of the next meeting will be
August 23 to work on budgets. The September meeting will be on
the 6th. The meeting in Oct. will be on the 8th
Correction of July 9 minutes to read: Delete: Mehls informed the
committee EMT's should not have to pay for their own renewals of
certification. It should read: Personnel CPR /AED certification
training should not have to be paid for if they are County
employees. Risk Management and Emergency Management is working
on a schedule for training. Motion by Speer / Mehls to approve the
July 9th, 2002 minutes with the correction. Carried.
TRAFFIC TICKETS Mehls reported the Sheriff and DA were present
at a meeting to go over some of the procedures that are being
implemented. Deferred prosecution agreements should be reviewed
and should not have the fees waived for them. Clerk of Court,
Sheriff and District Attorney and the Judges all must be
involved. Four officers are going to use their cell phones to
call the credit card Company to charge traffic tickets. This
will be especially helpful for out of State offenders. We will
try this for a month to see how it works. Mehls talked about
adding a 5% surcharge for charging tickets. He will report on
this at the October meeting.
MEDICAL EXAMINTER'S REPORT Litzell reported things are going
well and they have not been very busy this month. She was
informed as to how to turn in her bills. Discussion was held
regarding the large bills she had and how to handle them. She
explained her budget.
CHILD SUPPORT REPORT Kapaun reported on the progress of the
conversions, 82 cases as of last week. This project will be
finished at the end of the month. She would like to reward her
staff with a luncheon as a thank you for all the hard work on the
conversion. She also reported on an incident that happened in
the office. This will be solved with policy procedures and work
place safety. The committee supports Kapaun's position in this
situation. She informed the committee of some budget items.
The committee recessed outside to watch Scott Knudson do a
demonstration of the new K -9 officer, Deuce. Deuce is 18 months
old and just completed 13 weeks of training. His drug training
will be this fall.
LARGE ASSEMBLY ORDINANCE: Olson talked to Barb Nelson, County
Nurse to see if there were any health issues with a large
assembly. She said there could be. Raebel reported we should
contact Brainard, MN. because they used to have large concerts.
Timmerman will not be present at this meeting but is invited to
come next month with a report.

Hudson Police Dep
went to LaCrosse to check their Vision program

SHERIFF'S REPORT Hillstead reported we will do a practice run
with the credit card collections. He demonstrated the forms that
have to be filled out and what procedure the officer has to do.
Hillstead explained how they are trying to clean up the nudity on
the river in Somerset.
Today is the official retirement day for Tom Belongia. He served
the county for 22 years. Mattila will be back on a part time
basis. We are interviewing for a full time process server.
Since the first of the year we have had 129 inmates attend
classes. A large number have received their GED diplomas.
Hillstead reported they are very busy with child assault cases.
Olson questioned what the Victim Witness and Social Worker's
roles are in these cases. We have had a lot of traffic accidents
lately. Citations are going down as we are short of manpower to
spend on traffic enforcement. We have already expended 90% of
the overtime budget. In September we will have a different
schedule which will cut down on overtime.
CHIEF DEPUTY'S REPORT: Volkert reported they are getting ready
for the Oz Fest concert in Somerset in a couple of weeks.
CHIEF JAILER'S REPORT The number of county inmates is staying
high. The average daily population for July was 110 of which 64
were county inmates. Humphrey reported she will be over budget on
the inmate medical and dental expenses.
Motion by Mehls /Raebel to pay the Sheriff's Department bills of
$32,070.28. Carried. Motion by Gunderson /Olson to approve the
bills of $61,266.18 for the Jail. Carried. Revenues for the
month of July were $66,461.07. 65 %of the revenues went into the
general fund or specialized accounts = $ 42,881.70.
Discussion was held as to how the union contract will affect the
budget.
DISTRICT ATTORNEY'S REPORT: Moore was called into the meeting to
explain a bill for a witness from a child abuse case regarding
who was supposed to pay this bill, the District Attorney's office
or Clerk of Court. Consensus of committee is that this bill
should be paid and we should solve this issue later. Motion by
Raebel /Gunderson to go to Finance and request that this bill be
paid immediately. Carried. Motion by Raebel /Mehls to pay the
District Attorney's bills of $357.39. Carried.
Chair Speer read a letter from Victim Witness Coordinator Ann
Gustafson addressed to Treasurer Mary Jean Livermore reporting
they received a check from the State in the amount of $36,025.65
which is St. Croix County's reimbursement for the cost of the
Victim /Witness Assistance Program for the period from January 1
through June 30, 2002. This represents a reimbursement rate of
68.43 %.
Motion to adjourn at 12:20 by Raebel /Mehls.
