RESOLUTION SUPPORTING 2025 WISCONSIN DNR
STEWARDSHIP GRANT APPLICATION FOR HOMESTEAD PART(
SHOWER/RESTROOM STRUCTURES
1 WHEREAS, St. Croix County's Outdoor Recreation Plan, adopted by the County Board
2 of Supervisors February 1, 2022, by Resolution No. 6, identifies the need to develop County land
3 to provide low -impact, nature -based facilities, parks, and natural areas to fulfil recreational needs
4 with access to all residents and visitors; and

6 WHEREAS, an established goal in the 2022 St. Croix County Outdoor Recreation Plan
7 was to "Continue to evaluate, maintain, update and improve existing County parks, facilities,
8 trails and natural areas to meet the recreational needs of the increasing County population and
9 changing residents;" and

11 WHEREAS, the St. Croix County Parks Division has identified the need to replace two
12 existing portable bathrooms at the Homestead Park beach area on Perch Lake with permanent
13 facilities that include showers, changing rooms and American with Disabilities Act (ADA)
14 compliant restrooms for improved accessibility; and
15
16 WHEREAS, the structures will also serve as storm shelters during inclement weather as
17 the beach area is located far from the park entrance building and other covered facilities; and
18
19 WHEREAS, the Community Development Department seeks authorization to apply to
20 the Wisconsin Department of Natural Resources for financial assistance under the Knowles-
21 Nelson Stewardship program; and
22
23 WHEREAS, the grant program funds park development projects at a 50% grant, 50%
24 local match.

26 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
27 Supervisors authorizes the Community Development Director to submit a Stewardship Grant
28 application to the Wisconsin Department of Natural Resources for the construction of two
29 shower/restroom structures at Homestead Park.

31 FURTHER BE IT RESOLVED that the Community Development Director shall
32 comply with all Stewardship laws and regulations and will meet its obligations under the terms
33 of the grant.
