The St. Croix County Health and Human Services Board met on May 23, 2002 at
the St. Croix County Health and Human Services/Health Center complex.

OTHERS PRESENT:
Chair Dorsey called the meeting to order at 6:00 PM noting the meeting was
properly and legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is scheduled
for Tuesday, June 11, at 6:30 PM.
AGENDA: Motion: A motion was introduced by Burri, seconded by Berenschot,
and unanimously adopted: That the agenda be approved as circulated.
MINUTES: Motion: A motion was introduced by Berenschot, seconded by Wentz,
and unanimously adopted: That the minutes of the 05/14/02 Health and Human
Services Board meeting be approved as circulated.
APPOINTMENTS: Borup stated that Malick has confirmed the 14 members on the
Long Term Support Steering Committee. The first meeting will be held on June
13, 2002 at 1:00 PM.
NURSING HOME: Nursing Home census is 91. Admissions have picked up this
week. Borup stated that 51% of residents are returning home.
Borup stated that the audit management committee meeting is scheduled for
June 11, 2002 at 1:00 PM in the boardroom.
Borup stated that the Federal Government has introduced legislation to
require nursing home to staff at 4.1 hours per resident per day. Nursing home
organizations are endorsing it as long as the staffing mandate is fully
funded. Borup stated that the St. Croix Health Center staffs at 3.8 hours per
resident. Borup stated that in terms of efficiency he is pleased to see that
number.

Borup stated that the Nursing Home roof has deteriorated more quickly than
maintenance had anticipated. The roof is not leaking now. Leaks have been
patched this spring. Borup stated that roof replacement may be moved ahead in
the 2004 capital outlay plan.
RESOLUTIONS TO BANK AND UNBANK NURSING HOME BEDS: Lockwood distributed two
memos from Lisa Kelly, administrator for the CIP II slots. The first memo was
from February 15, 2002 in which Kelly allocated 24 CIP II slots to us based
on the fact that the county had indicated an intention to close 24 beds in
the future. Lockwood stated this was done by unbanking the 24 banked beds in
order to get CIP II slots. Lockwood stated that the Division of Health has
now said that their policy is that we have to close the beds before we get
the CIP II slots. The Nursing Home must bank beds to avoid a monetary penalty
and Long Term Support is eligible for the banked beds to become a CIP II slot
in 18 months if a request is made. Lockwood stated that we had already
implemented eight new clients so therefore we will receive eight loaned CIP
II slots. Lockwood stated that these eight loaned CIP II slots would have to
be renewed each year. Borup stated that he doesn't find anything simple about
the way the State has set this plan up. Borup stated that the board has the
ability to reverse the previous motion to bank beds.
Borup stated that the State requires 91% occupancy rate to avoid the MA Rate
penalty. Last year we banked 27 beds and lost 10% on 01/01/02. This year our
MA penalty is $2,976 if we don't bank two beds. If we don't bank beds, we
lose two beds on 01/01/03 because of the 10% factor. If we do bank beds, we
lose three beds on 01/01/03. Borup stated that administration recommends not
to bank beds at this time.
Lockwood stated that he has cancelled the request for the 60% LTE social
worker position to become permanent full time.
Motion: A motion was introduced by Burri, seconded by Olson, and unanimously
adopted: That the Board not bank any beds at this time.
Mental Health/AODA: Kiesler stated that he would have a report for the Board
at his next schedule Board Report comparing our services/expenses with Polk
County.
Kiesler stated that they have hired an AODA clerical position and have
reorganized to do intakes in the unit. Kirt stated that they currently have
sub units: the Mental Health outpatient clinic, the AODA outpatient clinic
and the CSP sub unit. Several different people were entering all of this
information and it was hard to trace where mistakes had occurred when
inputting in the system. Kirt stated that this reorganization would increase
efficiency in the system. There will be one receptionist for data entry to do
the intake and to set up the appointment. Kirt stated that there is still a
receptionist in the AODA clinic, the Mental Health outpatient clinic and in
CSP. Kirt stated that this process would be more efficient.
Kiesler stated that the fourth AODA position would be filled by June 10,
2002. She is from Rhinelander and has a master's degree. She will receive the
same wage as the others do. Kirt stated that with AODA services, certain
insurance companies would only pay for AODA services if provided by a person
with a master's degree. This will help us to further improve revenue in the
department.

Kiesler stated that he sends counselors to the Rural Institute every year for
certification. One of the counselors that are going to the Rural Institute is
also going to the module on setting up drug courts in the county. Kiesler
stated that this is something he wants to look at further. Kiesler said that
this will take the cooperation of the judicial branch in the county but if we
can find a way to coordinate in a positive way, we can reduce to recidivism
of this population and hence save a great deal of cost to the County. Mike
Langin is sent down to the jail on contract a couple of hours a week to run a
closed session group. Kiesler stated that the drug courts are showing a good
success rate and show the individual a way to not serve jail time but instead
go through treatment. In this process they are able to get a job, pay taxes
and child support that they are not able to do in prison. Kiesler stated that
he would keep the Board educated on this in the future.
PERSONNEL: Borup stated that we are beginning recruitment for Michelle
Mohn's vacancy as Public Health's Environmental Health Specialist. New and
upgraded position requests are due to personnel in June.
BUDGET UPDATE: Borup stated that there are no new budget updates at this
time.
ACTION ON OFFICE RENTAL SPACE FOR HEADSTART-CESA 11: Borup stated we
currently have a 30-day clause in which if we do not issue a notice to them
the contract automatically rolls over for another year. Borup stated in terms
of what the County Board chairman has brought forth on the prospect of the
office of Aging moving up here, he wanted the Board to be aware of the policy
issue. Borup stated that if something does happen with office on Aging the
only space available would be to terminate the contract with Headstart. The
contract expires June 30, 2002.
Motion: A motion was introduced by Wentz, seconded by Berenschot, and
unanimously adopted: That the Board renew the contract with Headstart for
another year.
Dorsey asked if there were any other issues to bring before the Board.

unanimously adopted: that the meeting be adjourned.

PUBLIC HEARING
May 23, 2002
The St. Croix County Health and Human Services Board conducted an "Open
Hearing" on May 23, 2002, at the St. Croix County Health and Human
Services/Health Center complex.

John Borup called the Open Hearing to order at 7:00 PM noting that the meeting
was properly and legally publicized. Borup welcomed everyone to the hearing. He
invited everyone to speak and asked that they sign the sign-in sheet. Borup
introduced the committee members present.
Borup gave special thanks for everyone attending tonight. Borup stated we hold
an Open Hearing annually and we listen to all the concerns, complaints and
praise from all. Borup stated that there is a difficult year ahead with
possible shared revenue cuts in 2003. The County Board will be giving us our
direction and then we will do the budget and have in final form in late August,
early September and forward to the Finance Department. In late October it will
be forwarded to the County Board.

Letters were read from those who could not attend or did not wish to speak. See
attachments in minutes book.
Borup invited all those who wish to speak to do so. There were two persons who
did give testimony on appreciation of the workshop at St. Croix Industries and
on the Nursing Home staff and services. A spokesperson from St. Croix Family
Resource Center gave a summary of their services and how they work closely with
Health & Human Services. A spokesperson from Turningpoint gave a summary of
their services and stated that they have a new office in New Richmond. He asked
that we look at offsetting or reducing their rent with Health & Human Services.
Borup asked him to send a letter stating his request.
Borup thanked everyone for all the written and verbal testimonies and asked if
there was anyone who would like to make a comment.
Borup stated we appreciate everyone for coming to the open Hearing.
Hearing adjourned at 7:40 PM.
