APPROVAL OF MINUTES
1. Council on Aging and Disabilities Regular Meeting April 9, 2021 8:30 AM
COAD Chair Ostness asked if there were any corrections, additions, or deletions to the
minutes. Chair Ostness approved the minutes as written.
RESULT: ACCEPTED
PUBLIC COMMENT
COAD Chair Ostness opened the floor for public comment. Seeing none he proceeded with the
meeting.
BUSINESS ITEMS
1. Aging and Disability Resource Center Financial Reports
HHS Fiscal Manager Strenke reviewed the April 2021 Financial Report. Strenke stated
that the amounts are in line.
RESULT: DISCUSSED
2. St. Croix County Circuit Judge Needham Presentation
Honorable Judge Scott Needham introduced himself and reviewed the process of the
court system. He provided the Council with information regarding what the court system
has seen regarding the elderly and those that are otherwise abled individuals. He spoke
about guardianships and power of attorney cases that are processed within the court
system. The courts have seen civil cases where restraining orders are put in place on the
behalf of a vulnerable adult. He spoke about some common cases that he has seen
come through the courts - theft of property, theft of medications, abuse by family or
caregiver and scams on the elderly and vulnerable. Discussion followed.

3. Presentation by Western Wisconsin Center for Independent Living Center
Kyle Kleist, Executive Director for Center for Independent Living for Western Wisconsin
(CILWW), introduced himself and the programs offered through CILWW. Currently, the
New Freedom Transportation program is providing trips for medical and nutrition.
During normal times, the program offers rides to assist folks with remaining active within
their community. The relationship between CILWW and the ADRC is unique, there a
many referrals back and forth between the agencies. CILWW provides a variety program
to help folks remain in their own homes through independent living skills and adaptive
equipment. Discussion followed.

4. COVID-19 Presentation
Public Health Epidemiologist, Elizabeth Klasen, presented information to the Council
regarding current numbers and vaccination amounts. Discussion followed.
RESULT: DISCUSSED
5. St. Croix County Pubic Information Officer Presentation
Adam Kastonek, St. Croix County Public Information Officer, introduced himself to the
Council. In his position with the County, he helps communicate services and message of
programming to the community. He mentioned the County's current goals - be helpful;
simple, concise and accurate.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Beckman mentioned to have Economic Support present how they work with ADRC. The 2020
Health and Human Services annual report will be presented at the next meeting.
ANNOUNCEMENTS & CORRESPONDENCE
Chair Ostness thanked Council member Rivard for her time on the Council.
Beckman informed the Council the 2022-2024 Aging Unit plan is in process and the team is
working hard to get the goals together. He also mentioned there is a current vacancy in the
ADRC for an Elder Benefit Specialist.
Beckman reported that Advocacy Day was held last week and went well. Ostness mentioned
having a future training on advocacy with the Council.
Amy Roemhild, ADRC Community Services Coordinator, provided an update on the AARP Tax
Assistance Program.
HHS Director Rohert announced the departure of Julie Krings, Children's Services Administrator.
