Others present were Brad Beckman, ADRC Administrator; Bob Rohret, HHS Director; Fay
Strenke, HHS Fiscal Manager; Sandy Hackenmueller, St. Croix Health Center. Others
present remotely were Adam Kastonek, St. Croix County Public Information Officer; Peter
Kilde, Executive Director of West Central Wisconsin Action Agency and Erica Schoch,
Homeless Prevention Manager West Central Wisconsin Action Agency.
APPROVAL OF MINUTES
1. Council on Aging and Disabilities Regular Meeting August 13, 2021 8:30 AM
Council Chair Ostness asked if there were any corrections, additions, or deletions to the
minutes. Chair Ostness approved the minutes as written.
RESULT: ACCEPTED
PUBLIC COMMENT
Council Chair Ostness opened the floor for public comment. Seeing none he proceeded with
the meeting.
BUSINESS ITEMS
1. Aging and Disability Resource Center Financial Reports
Fay Strenke, HHS Fiscal Manager, reviewed the August Financial report with the Council.
She mentioned there will be ARPA funds earmarked for specific aging programs for years
2022 - 2023. The traditional allocations for ADRC and Aging programs will continue as
well. There were additional transportation dollars than what was initially budgeted for
2022. Strenke explained that revenue and expenses are in line with the 2021 budget.

2. West Central Wisconsin Community Action Agency Presentation
Peter Kilde, Executive Director and Erica Schoch, Homeless Prevention Coordinator,
provided the Council with information regarding West Central Wisconsin Community
Action Agency, Inc. Kilde reviewed all the programs offered through West CAP.
Discussion followed.

3. Presentation of St. Croix County Health Center Campus
Sandy Hackenmueller, St. Croix Health Center Administrator, provided the Council with
an update on census at each of the units within the campus. Due to COVID, census is
lower in some units and admitting takes longer than in the past. Discussion followed.

4. Review of Proposed 2022-2024 Aging Unit Plan Goals
Council members received a copy of the proposed 2022-2024 Aging Unit Plan and a
copy of the goals to review and make recommendations. The Council was informed of
the upcoming required Public Hearings that will be held on Thursday, Sept. 16 at the
Services Center in New Richmond at 9 am and at the Government Center in Hudson at 1
pm. Supervisor Feidler mentioned utilizing more up-to-date data from the census.
Discussion was held regarding how Adult Protective Services relates to the ADRC and
why it is not a focus in the plan. It was explained that the focus areas are set forth by the
state and our goals are based on the survey results received. Supervisor Feidler thought
it would be beneficial to include the required focus and value areas in the plan to
provide more insight to purpose behind the goal formation. Council members were
informed they would see the plan again for final approval in October.

5. COVID-19 Update
HHS Director Rohret presented a COVID update the Council members and reviewed the
dashboard on the County website. Discussion followed.

REQUEST FOR FUTURE AGENDA ITEMS
Beckman mentioned the 2022-2024 Aging Unit Plan will need to be approved.
ANNOUNCEMENTS & CORRESPONDENCE
ADRC Administrator Beckman informed the Council that the Senior Nutrition Sites will
discontinue onsite dining effective Monday, September 13. Participants will still be able to
participate in Grab-n-Go and Home-Delivered Meals if qualify. There will be no large special
events held - Monster Mash in October has been cancelled.
Beckman provided a brief report from the Information & Assistance Specialist.
Supervisor Feidler reminded Council the Elder Abuse Conference will be held on Tuesday,
September 14 at Faith Community Church in Hudson.
Public Information Officer Kastonek informed the Council that St. Croix Health Center will be
hosting a certified nursing assistant class.
Health and Human Services Director Rohret informed the Council that the Health and
Human Services Board meeting will be held on Wednesday, September 14 at 5 pm in
Hudson.
Health and Human Services Director Rohret informed the Council that Healther and Human
Services received some ARPA funds to help deal with drug addiction and mental health.
Efforts will also focus on early intervention.
