Jennie Bowers,Elder Benefit Specialist; Fay Strenke, HHS Fiscal Manager and Matt
Stepaniak, Limitless Cycling.
APPROVAL OF MINUTES
1.Council on Aging and Disabilities Regular Meeting August 12, 20228:30 AM
Council Chair Ostness asked if there were any corrections, additions, or deletions to the
minutes. Council Chair Ostness approved the minutes as written.
RESULT: ACCEPTED
PUBLIC COMMENT
Council Chair Ostness opened the floor for public comments. Hearing none, he proceeded with
the meeting.
BUSINESS ITEMS
1. Aging and Disability Resource Center Financial Reports
ADRC Administrator Newton presented the August 2022 financial report. Newton
pointed out the state payment of $376,005 has been moved to the ADRC budget. This
amount is part of the Long Term Care Reform when the ADRC was formed in St. Croix
County in 2008. Discussion followed.

2. Introduction of the New Elder Benefit Specialist
Administrator Newton introduced Jennie Bowers as the new Elder Benefit Specialist.
Jennie provided a brief introduction of herself and that she is excited to start in her new
role.

3. Presentation on Limitless Cycling by Matt Stepaniak
Matt Stepaniak introduced himself to the Council members and provided a power point
presentation regarding Limitless Cycling. Limitless Cycling is a non-profit that brings
adaptive bicycles to veterans, seniors, and people disabilities to promote movement,
social interaction, and appreciation for the outdoors with the Minnesota & Wisconsin St.
Croix River Valley. He provided the Council details on the variety of bikes utilized in the
program. Council members were able to go outside and look at the bikes. Discussion
followed.
RESULT: DISCUSSED
4. 2022-2024 Aging Unit Plan Review and Update
Administrator Newton explained to the Council that Angie Sullivan, Older American Act
Consultant with Greater Wisconsin Agency on Aging Resources, reviewed the plan and
provided feedback regarding the plan. The comments were reviewed and overall well.
The Aging Team had to modify a couple of goals and will continue to meet to review
progress on the goals. Discussion followed.

5. Communicable Disease Update
Kelli Engen, Public Health Administrator/Health Officer, provided the Council with an
update on COVID and the dashboard located on the County website. She also reviewed
detail on Monkeypox. St. Croix County has one case and currently in Wisconsin there are
63 cases. She mentioned Influenza season typically starts in October and there are
clinics scheduled for public to receive vaccines. Discussion followed.

REQUEST FOR FUTURE AGENDA ITEMS
Council Chair Ostness asked if there were any requests for future agenda items. Newton is
hoping to have Division of Vocational Rehab in October. She reminded Council members that
they can reach out at any time if they have requests.
ANNOUNCEMENTS & CORRESPONDENCE
HHS Director Rohert announced that the Wisconsin Counties Association Conference will be
held later in September at Wisconsin Dells. The HHS Board meeting will be held on September
21 - reviewing Mandated vs Non-Mandated services.
Newton - announced that Tara Fick will be the new APS worker taking Jennie Bowers
position. There will also be a retirement of another APS worker who has been with the
county for 30 plus years. An offer has been made to fill that position so the new staff can be
trained before the end of the year.
Newton reminded the Council that the Caregiver Conference will be held on Friday,
September 23.
Newton mentioned that the Center for Independent Living New Freedom Transportation
program is looking for volunteers. Volunteers through the program transport individuals
who longer drive or have difficulty driving to medical appointments, social outings or to go
shopping. Newton also mentioned that volunteers are needed in the nutrition programs
offered by the ADRC.
The Walk to End Alzheimer's will be held on Saturday, September 17 at the New Richmond
High School. The ADRC has a Team and information was provided to Council on how to
join the team or donate.

The date of the next meeting will be Friday, October 14, 2022 in New Richmond at the St. Croix
County Services Center.
