The St. Croix County Health and Human Services Board met on January 11, 2002
at the St. Croix County Health and Human Services/Health Center complex.

Chair Stephens called the meeting to order at 8:30 AM noting the meeting was
properly and legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is scheduled
for Thursday, January 24, 2002.
AGENDA: Motion: A motion was introduced by Bethke, seconded by Berenschot,
and unanimously adopted: That the agenda be approved as circulated.
MINUTES: Motion: A motion was introduced by Wentz, seconded by Johnson, and
unanimously adopted: That the minutes of the 12/11/01 Health and Human
Services Board meeting be approved as circulated.
Nursing Home bed "banking" withdrawal: Stephens noted that we had previously
banked 27 beds, which brought the beds down closer to the number of
residents. Now with the county board action on 12-15-01 it would go down to
72. He stated that we should put the beds back in so that when we downsize we
can get CIP II slots for these beds. Borup stated if there is a downsize, we
would be in a position to claim those 27 beds (minus the 10%=24) so that
those dollars could be put back into St. Croix County. The County has the
discretion to remove the beds from the program upon an 18-month notice to the
State. All that is needed is to send Mr. Cobb a brief letter, indicating that
you want to remove the beds in 18 months.
Motion: A motion was introduced by Berenschot, seconded by Bethke, and
unanimously adopted: That the Board forward the Resolution postponed at the
November 11, 2001 meeting on the Nursing Home bed "banking" withdrawal and to
have it added to the County Board meeting agenda on Tuesday for
discussion/action.

CONSIDERATION OF CLAIMS: The following reports for December were distributed
to the Board: fixed assets, unemployment report, financial report and cash
reports.
Health and Human Services Board member, Wentz, reviewed the following
vouchers.
HUMAN SERVICES:
11055: Stipend vendor, $55.00 refund. The "stipend vendor"
designation is used by all county departments for people or
institutions who do not regularly receive a check from the
county. In this case, the check was to an individual to refund an
over collection in accounts receivable. The client paid the bill
in full and then a payment came in from an insurance company.
Motion: A motion was introduced by Wentz, seconded by Stephens, and
unanimously adopted: That the following vouchers be approved and be made a
part of the supplemental minute book pages 2150 through 2233:
Human Services vouchers 11010 through 11105, dated December 13, 2001 in the
amount of $191,155.64.
Human Services voucher 11106, dated December 18, 2001 in the amount of
$100.00.
Human Services vouchers 11107 through 11171, dated December 20, 2001 in the
amount of $185,204.61.
Human Services voucher 11172, dated December 21, 2001 in the amount of
$605.00.

FINANCIAL REPORTS: The following financial reports for December were
distributed to Board members. Ziegler pointed out that the cash report is an
estimate through December 31, 2001. Hudson has not reconciled through
December yet. During December we received the IGT payment of $374,000.
Ziegler pointed out that the General Relief balance is high due to two major
medical claims. Borup stated that Homelessness is up significantly. Ziegler
stated that the final W-2 contract report has not been turned in yet.

FAMILY & CHILDREN'S PROGRAM REPORT: Johnson gave an update on alternate
care, from foster care to correctional placement:
• The correctional cost has gone from $154.00 per day to $167.00 per day.
Last year in correctional placement we spent $126,000 and this year we
spent $55,000. Currently there are 2 females in placement.
• We currently budget $30,000 for this secure detention program and this
year we have spent $42,000 for Northwest Regional juvenile detention.
• Kinship care has lost a little money over the years, however our expenses
are a little under the projected budget and we have spent $47,000 for the
year.
• This year's budget is $788,000. The projected expenses are $840,000, which
means we will be over about $57,000 for this year on alternate care
(unaudited).
• Johnson stated that there are currently 2 females in correctional
placement, about 5 juveniles in residential treatment and 4 juveniles in
group home placement.
Johnson also reviewed the status of the counties foster care recruitment
contract with Children's Service Society of Wisconsin. Johnson stated that he
would know in February if we may be eligible for federal pass through money.
He will keep the board posted. Johnson stated that he hoped that PACE,
Partners in Alternate Care Education, training will be able to be done in
County by April. This training will better prepare foster parents to deal
with difficult children. One of the major adjustments made in the contract
this year was that we limited the number of homes we have. We are currently
at 30 licensed homes. Bethke asked Johnson if he felt that we had enough
foster homes available in the County. Johnson stated we are able to deal with
emergency needs and that we have resources in the county to take care of

those needs. We are also meeting more of the respite needs. He stated that we
continue to lack in resources to help the 15-17 year olds.
PUBLIC HEALTH PROGRAM REPORT: Kramer presented an eight-minute video on the
influenza pandemic epidemic. There was a pandemic planning meeting on
12/04/01 and an additional planning meeting will be held on February 7, 2002.
Kramer stated that the legislative event will be held on January 21, 2002.
Also, on March 20, 2002, the Western Region WALHDAB and Board of Health will
hold a joint meeting on bioterrorism. More information will be forthcoming.
Kramer stated that we are currently moving our files over to the State
Wisconsin Immunization Registry system. We are currently one of two counties
who have not done this yet.
Public Health Ordinance Designating "Agent Status" for St. Croix County
Department of Health and Human Services: Borup stated that at this time we
are still working with Corporate Counsel to come to an agreement on this
ordinance. The ordinance was sent in to Corporate Counsel and issues were
raised in the requirements attached to it. Borup requested to have the
ordinance tabled until February. Borup stated that we are still targeting
mid-year for implementation.
NURSING HOME: Borup reported the census in the Nursing Home is 90 today. The
Medicaid rates increased 07/01/01 but we have not received that rate due to
the legislature. Borup stated that some of the software is expiring early
this year and Krieger is currently working on that project.
Borup commented on the statements he has heard regarding the uncertainty of
where people will go if this facility closes. He stated that he feels that
there will be adequate facilities for the residents to go to in the county as
well as out of county placements. Borup clarified that 41 counties now
administer nursing homes and of those 41 there are a total of 49 facilities.
Echo Software Update: Borup stated that the first training component for
the ECHO conversion was held December 4-6, 2001. This training was for the
Data Base Administration of the Clinician's Desktop (which streamlines
necessary management information). The training centered on the
configurations that are needed to implement Clinician's Desktop and how
Clinician's Desktop is used. The training also provided a starting point for
the changes that will be necessary to convert to Clinician's Desktop. The
next training component will be for Revenue Manager (Revenue Manager is the
billing-collection component) and will be scheduled for the first part of
2002. ECHO has developed a "timeline" of tasks that need to be completed for
the implement/conversion to take place. The "go-live" date is scheduled for
June 1, 2002 with the intention of running side-by-side (old and new systems)
systems for the month of May; this is to ensure that information being
entered is identical. The Impact Study has been completed and reviewed by
managers. A follow-up conference call was held with ECHO to make any
additions or corrections to the document. The study will become the working
document to ensure that all departments' needs and/or wants are accomplished
during the implementation/conversion process. Borup stated that the December
training was positive.
Borup informed the Board that Cecil Brighton retired from the maintenance
department and his retirement party was held last week.
Borup reported that St. Croix Industries has issued bids for a new 12-
passenger bussette with lift and 2 wheelchair spaces. This will replace a

1992 bus with almost 270,000 miles. Bids will close on February 1, 2002, and
brought to you at the February meeting for action. This vehicle is approved
in the 2002 budget.
Borup reported that the County Board hired Springstedi to study the County
Personnel system. The first meeting between managers and Springsted is
scheduled for 01/11/02 at 9:00 AM, which conflicts with our Board meeting.
Managers will be at the Personnel meeting in the Courthouse.
Borup reported that the Legislative Breakfast is scheduled for January 21
from 9:OOAM to 11:00AM in the nursing home conference room.
Borup reported that the Arbitration-Hearing for Social Workers' arbitration
occurred on December 19, 2002. Outcome pending hearing examiner's decision-
which will probably not be received until this spring. Arbitration centers
around salary dispute.
Stephens asked if there were any other issues to bring before the Board.
Motion: A motion was introduced by Berenschot, seconded by Wentz, and
unanimously adopted: that the meeting be adjourned.
